Downtown Indianapolis Casino Proposal Gains Momentum Amid Legislative Debate

(Indianapolis).- City officials and lawmakers explore a potential casino license for downtown Indianapolis, eyeing hundreds of millions in new tax revenue to boost sports, tourism, and infrastructure.

Downtown Indianapolis Casino Proposal Gains Momentum Amid Legislative Debate

Indianapolis officials are weighing a high-stakes bet: pushing the Indiana General Assembly next year to grant a casino license for downtown, a move supporters say could generate major tax revenue for the city’s sports and tourism projects.

Discussions have been ongoing for months behind closed doors, with sources confirming bipartisan interest from local lawmakers and support from Mayor Joe Hogsett’s administration. However, House Speaker Todd Huston (R-Fishers) has expressed opposition, saying that central Indiana doesn’t need another casino.

His comments follow a state-commissioned study by Spectrum Gaming Group, which found that downtown Indianapolis would produce the highest potential gambling revenue in the state, estimated at $490 million annually, with $170 million in tax revenue.

Key Sites Under Consideration

City and state officials have discussed several potential downtown sites, including:

Parking lots between the Indiana Convention Center and Lucas Oil Stadium — jointly owned by the state and Marion County’s Capital Improvement Board (CIB).

Pan Am Plaza, where part of the property not used for the new Signia hotel could host a casino development.

Other locations, such as Union Station and the USPS site near Lucas Oil Stadium, have been mentioned but face logistical and ownership challenges.

Economic Opportunity and Political Hurdles

Proponents, including Sen. Aaron Freeman (R-Indianapolis), argue that a downtown casino could provide critical funding for infrastructure and sports venues, including upgrades to Lucas Oil Stadium and a proposed soccer stadium.

“If the goal of our gaming operations is to generate revenue for the state, it’s a failure not to have a casino in downtown Indianapolis,” Freeman said.

However, legislative approval is far from guaranteed. Speaker Huston maintains that the Indianapolis market is already well-served by existing casinos in Anderson and Shelbyville and prefers exploring a new gaming license for northeast Indiana instead.

Revenue Potential and Industry Interest

The proposal coincides with Full House Resorts’ ongoing push to relocate its Rising Star Casino license from Ohio County to a more lucrative area. The company previously proposed moves to Fort Wayne and even Indianapolis International Airport, though both attempts failed amid political resistance.

According to Spectrum’s analysis, a casino in Fort Wayne could yield $204 million in annual revenue — far less than a downtown Indianapolis site.

Tourism and Convention Industry Response

The Capital Improvement Board described the downtown casino idea as “intriguing”, citing potential benefits for tourism and convention growth.
Visit Indy, the city’s tourism agency, has yet to take a formal stance but plans to discuss the proposal at its November 19 board meeting. “Over the last 20 years, this idea has surfaced a handful of times, and each time it’s sparked healthy discussion,” said Chris Gahl, Visit Indy’s executive vice president.

What’s Next

While the downtown casino remains an early-stage proposal, it’s likely to dominate Statehouse discussions in 2026 as officials weigh its economic promise against political and ethical concerns.

For now, Indianapolis leaders appear ready to roll the dice on a development they believe could redefine the city’s entertainment and tourism landscape.
