Hokkaido and Nagasaki Consider Hosting Integrated Resorts with casinos in Japan’s Next IR Application Round

(Tokyo).- Hokkaido and Nagasaki prefectures are reportedly exploring the possibility of hosting integrated resorts (IRs) with casinos in any new application round initiated by Japan’s national government, according to Kyodo News.
The Japanese authorities are considering a survey for all 47 prefectures and 20 ordinance-designated cities to gauge interest in hosting an IR. Local governments that express interest could trigger a new application window, managed by the Japan Tourism Agency under the Ministry of Land, Infrastructure, Transport and Tourism, potentially as early as 2026. The timing and details would depend on the political situation and a public comment process, according to Kyodo News.
Hokkaido Governor Naomichi Suzuki confirmed that the prefecture will submit an updated IR policy to the assembly in November. The revised policy will address online casino regulation, gambling addiction, economic impacts, IR facility functions, size, sustainability, and overall advantages and disadvantages. Hokkaido aims to establish a clear IR concept and formally communicate requests to the national government, integrating the policy into the Hokkaido Comprehensive Plan.
Nagasaki prefecture has also shown interest in the next IR application round. While its 2019 proposal was not approved due to funding uncertainty, local officials have engaged with national authorities, including responding to surveys regarding IR development.
Japan’s first-round IR approval process resulted in MGM Osaka, a partnership between MGM Resorts International and Orix Corp, with total investment now projected at JPY 1.51 trillion (US$10.04 billion).
The upcoming application round represents a significant opportunity for Hokkaido, Nagasaki, and other prefectures to join Japan’s growing casino and integrated resort industry, amid ongoing political transitions and renewed national focus on tourism and economic development.
