India: Government Seeks Public Input on Draft Online Gaming Rules 2025

The Government of India has opened public consultation on the draft Promotion and Regulation of Online Gaming Rules, 2025, aimed at establishing a comprehensive regulatory framework for the country’s online gaming sector.

The proposed rules outline the recognition, categorisation, and registration of online games, along with guidelines for the promotion of online social games and e-sports. They also define the powers and responsibilities of the Online Gaming Authority of India, including procedures for suspension or cancellation of registrations, penalties for non-compliance, and grievance redressal mechanisms.

According to the Ministry of Electronics and Information Technology (MeitY), feedback and comments on the draft rules can be submitted via email to ogrules.consultation@meity.gov.in by October 31, 2025. The ministry clarified that all submissions will remain confidential and will not be disclosed at any stage.

Drafted under Section 19 of the Promotion and Regulation of Online Gaming Act, 2025, the rules aim to operationalize the Act and ensure responsible, transparent governance of India’s rapidly growing online gaming industry.
