Legal Online Gambling Ads Enter a New Era of Innovation and Regulation

(Ukraine).- July 14, 2025 marked a pivotal moment for Ukraine’s gambling industry, as Alphabet Inc.—Google’s parent company—officially began accepting ads from licensed Ukrainian gambling operators. This policy shift goes beyond a routine update; it signals Google’s recognition of Ukraine as a regulated and credible player in the global gambling market.

According to the announcement, advertisers must undergo a dual certification process, securing approval from Ukrainian authorities and meeting Google’s internal standards. Despite tight timelines, the move opens new digital marketing opportunities and reflects a broader strategy of aligning advertising practices with local legislation.
This development opens new opportunities for the growth of Ukraine’s gambling market and brings hope for a more effective fight against illegal gambling operations.
From now on, legal Ukrainian gambling ads can appear not only in Google Search but also across other major platforms such as YouTube, Google Play, Google Discover, and additional services in the Google ecosystem. For the first time, Ukraine joins a select group of countries where full-fledged gambling advertising is permitted within Google’s digital environment. In fact, we have already received our first Google certification for a gambling license.
Why is this important? Above all, it marks a victory for the legal gambling sector. For years, Ukraine’s online space has been overrun by uncontrolled and often deceptive advertising from illegal casinos, betting platforms, and questionable gaming services. These entities masked themselves as news portals, social networks, or mobile apps—creating an illusion of legitimacy. Meanwhile, licensed operators remained in the media shadows, as they were restricted from accessing global advertising platforms due to technical and policy limitations imposed by major digital services.
The Ukrainian Gambling Council (UGC), began working to resolve this issue four years ago. Specifically, in late June 2021, we submitted our first formal request to the Google team, urging recognition of Ukraine’s legal gambling market. In that appeal, we called on Google to expand its list of permitted gambling activities in Ukraine—including online and offline casinos, online and offline betting, slot machines, and online poker—and to grant Ukrainian users full access to the digital tools and technologies associated with regulated online gambling.
The dialogue with Google continued over several years, and the UGC team is sincerely grateful for the positive decision that has now opened the door to advertising for Ukraine's legal gambling sector.
This landmark decision by the tech giant was made possible through close cooperation with Ukraine’s national gambling regulator. As a result of this partnership, we were able to initiate the blocking of illegal gambling ads on popular search engines and social media platforms.
However, that alone was not enough to eliminate the shadow market. It was essential to allow advertising for companies that operate legally—those that pay taxes and license fees and adhere to regulatory requirements. Achieving this required resolving several technical challenges. And now, finally, we have succeeded.
In addition, the launch of gambling advertising opens up new opportunities for government oversight. The newly established regulator, PlayCity, in cooperation with law enforcement agencies, now has the tools to quickly verify the legality of advertising content. Previously, efforts to combat underground advertising resembled an endless game of whack-a-mole. Now, with access to Google's algorithms and infrastructure, government agencies can act more systematically and effectively.
The economic impact of this change should not be underestimated. Legal advertising is not just about brand visibility—it is also a powerful driver of profitability. As licensed operators increase their revenues, their contributions to the national budget will also grow. This, in turn, will stimulate the development of related industries such as marketing, analytics, design, and digital PR, creating new employment opportunities and encouraging further economic growth.
The social impact is equally important. As more players engage online, it is critical that the advertising space be legal, transparent, and safe. Legal ads are subject to mandatory labelling, age restrictions, and accountability for content—standards that illegal operators typically ignore. This creates a safer environment for users and reinforces responsible gambling practices.
The inclusion of Ukrainian gambling advertising in Google's ecosystem is far more than a technical update for licensed operators. It represents global recognition of the legitimacy of Ukraine’s gambling industry—and the beginning of a new chapter in its development.
