New Illinois bill aims to help underperforming casinos move to better locations

(Illinois).- Illinois lawmaker Joe Sosnowski introduces legislation to boost the state’s gaming sector and secure its future growth.
Casino gambling became legal in Illinois in 1990, leading to rapid industry growth. Today, the state boasts 17 casinos, nearly 9,000 licensed video gaming locations, and 14 active and approved sportsbooks, contributing significantly to Illinois’ economy.
State Representative Joe Sosnowski is advocating for House Bill 4070, a proposal that would allow the three most underperforming casinos to relocate to communities better suited to sustain their economic impact.
Illinois Gaming Industry's Economic Impact
The bill does not mandate relocation, but gives casino operators the option to request and bid for a new site where they can thrive financially and generate more jobs.
According to the American Gaming Association, Illinois’ gaming sector supports nearly 30,000 jobs statewide. Relocating casinos to higher-performing areas could significantly increase employment opportunities.
"If we have 100 jobs in an underperforming casino location and we can shift those to an overperforming location, we could triple the number of jobs and employed individuals," said Sosnowski.
Potential Benefits for Local Communities
Cities interested in hosting relocated casinos would submit proposals to the Illinois Gaming Board for authorization. The bill also provides financial relief to communities losing a casino, ensuring they receive twice their current revenue share to mitigate the loss of gaming income.
Illinois’ Gaming Revenue Continues to Grow
In 2024, regulated gambling generated nearly $2 billion in state tax revenue. In Forest City, for example, Hard Rock Casino is projected to contribute $7 million annually.
For smaller cities like Freeport, this additional revenue could fund major development projects, enhancing infrastructure and community services.
"We welcome those interested in Freeport to explore the opportunities we offer for economic growth and employment," said Bridge, emphasizing the bill’s potential impact.
A More Balanced Gaming Economy
Under the bill, the Illinois Gaming Board would review adjusted gross receipts from all casinos to determine which three locations are struggling the most. This approach aims to create a more sustainable and competitive gaming landscape in Illinois.
"Not only will the prior location receive its funds, but a new casino site will likely offer increased revenue-sharing for local governments," Sosnowski explained.
