(Bangkok).- Thailand’s Cabinet has officially withdrawn its proposed casino and entertainment complex bill, stating that further public engagement and education are needed before moving forward.

On July 8, 2025, Thailand’s Cabinet officially withdrew a draft law aimed at legalizing casinos and entertainment complexes. The decision was made to allow more time for public consultation and education, according to government spokesman Jirayu Houngsub, who emphasized the need for broader understanding of the bill’s implications.

Tourism-Driven Casino Plan Faces Political Setbacks

The proposed legislation was part of a broader strategy to boost Thailand’s tourism sector by developing a regulated gaming industry. The bill was scheduled for parliamentary debate on July 9, but recent political turmoil—including the suspension of Prime Minister Paetongtarn Shinawatra and the exit of the Bhumjaithai Party from the ruling coalition—left the government with a fragile majority, jeopardizing the bill’s passage.

The ruling Pheu Thai Party had projected that the casino initiative could attract over 100 billion baht (approximately $4 billion) in new investments and increase foreign tourist arrivals by up to 10%. The plan aimed to create jobs, generate state revenue, and curb illegal gambling activities.

Public Opposition and Social Concerns Stall Progress

Despite its economic promise, the bill faced significant public resistance. A January 2025 opinion poll revealed widespread disapproval, with critics warning that legalized gambling could exacerbate social issues, including addiction and crime. Several political parties also voiced concerns about the potential impact on Thai society.

While the Cabinet did not specify when the bill might be reconsidered, officials indicated that the delay was necessary to build consensus and address public concerns. The move leaves Thailand’s casino ambitions in limbo, as the country continues to ban most forms of gambling except for the state lottery and horse racing.
