State Lottery in Brazil was launched with forecast of R$600 million in revenue and generation of more than 1,500 jobs

(Brasilia).- The governor of Tocantins, Wanderlei Barbosa, officially authorised the operations of the Tocantins State Lottery, Lototins, on Tuesday morning, 18, at an event held at the Palácio Araguaia Governador José Wilson Siqueira Campos, in Palmas.

Lototins will operate throughout the state to increase financial revenue, as well as generating new jobs and promoting social projects
The project works on the design, installation, operation and maintenance of state lottery units in all 139 municipalities in Tocantins and aims to increase financial revenue, as well as generating new jobs and promoting social projects, especially in the sports area. The State Lottery is expected to generate gross revenue of more than R$600 million from operations, with the expectation of generating 1,500 direct and indirect jobs in the first five years.
‘The Tocantins lottery will generate job opportunities in the municipalities and bring important dividends to the state administration. In addition, part of the proceeds can be used to promote sport and other essential areas. This represents two important fronts of economic growth for Tocantins,’ said Governor Wanderlei Barbosa.
Lototins
Lototins - Loteria da Sorte - is the first state lottery in Tocantins and will cover all of Tocantins' municipalities, playing an essential role in regulating betting, combating illegality and promoting responsible gambling. As well as creating jobs and increasing revenue without raising taxes, the initiative will strengthen the local economy by boosting businesses linked to lottery services. The funds raised will be used to finance social projects in areas such as sport, health and inclusion, as well as retaining and boosting investment in sports betting within the state.
Lototins is already in the implementation phase, with the authorisation for lottery services signed by Governor Wanderlei Barbosa. The Lototins Consortium was the winning bidder and will be responsible for operating the project, in which it will distribute lottery points in shopping malls, shopping centres and other strategic locations in the cities of Tocantins. In addition to the in-person modality, the lottery will also have an online option, allowing players to participate directly from their homes.
Betting categories
The Tocantins lottery has four betting categories. The fixed-odds mode includes sports betting and online games, where the prize is set at the time of the bet, without depending on the number of winners; the instant mode works like a scratch card, where the player knows instantly if they have won; the numerical prognosis modality is the most traditional, like Mega-Sena, in which the player chooses numbers and wins if they match the ones drawn; and the passive modality involves pre-numbered tickets, like the Federal Lottery, in which the player buys a ticket with a number already defined and competes for the prize if it is drawn.
The Secretary of Partnerships and Investments (SPI/TO), Thomas Jefferson, emphasised the transformative impact of the concession, citing that just at the beginning of Lototins' implementation, there will be more than R$27 million in investments in Tocantins, in which the Lottery will have a gross revenue of more than R$600 million over the first five years. ‘The State Lottery represents an innovative funding mechanism for social programmes, ensuring sustainable, long-term investments for the development of our state,’ explained the secretary.
Tocantins Parcerias, as the operational arm of the Government of Tocantins, played a fundamental role in structuring this project, as the president of Tocantins Parcerias, Aleandro Lacerda, explained. ‘The Tocantins State Lottery is an important milestone for the economic and social development of our state. By structuring this project, we seek not only to stimulate the local economy and generate jobs, but also to ensure that part of the funds are earmarked for social projects that benefit citizens. Our focus is to contribute to the state's sustainable growth, always responsibly and in line with Governor Wanderlei Barbosa's commitment to strategic projects that drive Tocantins‘ progress,’ said the president.
The Secretary of State for Finance, Donizeth Silva, emphasised that the Secretary of State for Finance (Sefaz) will act in a supervisory capacity, with a system of control and transparency of all lottery activities. ‘The establishment of the lottery in the state has the potential to generate revenue that will benefit society, especially in social areas, and it is an activity that is regulated throughout the country,’ he emphasised.
What the Lototins Consortium does
The Lototins Consortium will implement and operate the State Lottery for the next 20 years. The Consortium's CEO, Eduardo Paiva, pointed out that the entire team from the secretariats involved took great care to ensure that the project was carried out in the best possible way. ‘We are honoured to have the privilege of contributing to the implementation of this project with the Government of Tocantins. We will ensure that this lottery is a great example of collection for the whole of Brazil, be it in terms of its operation, the technology used and, above all, its profitability, so that the state administration can boost investment in the social area through the fruits of this service, for the well-being of the people of Tocantins,’ commented Eduardo Paiva.
‘It's important to emphasise that the aim of this project goes beyond collection. We are committed to being an alternative in the fight against gaming addiction, promoting conscious and healthy gaming. This partnership with the private sector is essential if we are to expand the offer of quality services to the population, ensuring that the resources generated are used efficiently and transparently.
