Montenegro's Jan-Oct games of chance revenue up 28% y/y

(Montenegro).- Montenegro's revenues from games of chance rose by an annual 28% to 35 million euro ($40 million) in the first ten months of 2025, supported by a new monitoring system introduced in November 2024, the government said on Thursday.

The new digital instrument has allowed for the complete automatisation of supervision, the permanent monitoring of activities and financial flows across the sector and the efficient detection of irregularities. Its implementation has helped improve transparency and increase the revenue to the state budget, the government's administration for games of chance said in a statement.

In particular, revenue from online gambling rose 31% in annual terms to 12.8 million euro in January-October, the statement read.

Revenue from betting totalled 8.5 million euro in the period under review, up by an annual 7.4%, while revenue from the operation of gambling machine clubs rose 38% to 7.1 million euro.

Revenue from casino games increased 51% on the year to 6.4 million euro in the first ten months of 2025.

In 2024, Montenegro's total games of chance revenue jumped 51% to 33.8 million euro on the back of a new variable component added by the government to the concession fee for online games of chance as of January 2024.
