Philippine Gaming Revenue Falls 20% in Q2 2026

(Manila).- The Philippine gaming industry recorded Php88.13 billion in gross gaming revenue (GGR) during the second quarter of 2026, marking a 20.33% decline compared with the same period last year, according to PAGCOR.
GGR declines amid weaker electronic gaming
The Philippine gaming industry generated Php88.13 billion in GGR between April and June 2026, down from Php110.63 billion in the second quarter of 2025.
According to Alejandro H. Tengco, Chairman and CEO of PAGCOR, the decline was largely attributed to weaker revenues from the electronic gaming segment, alongside inflationary pressures and renewed geopolitical tensions in the Middle East.
“The decline was driven by several factors, including the impact of inflation and the geopolitical crisis in the Middle East, which weighed on consumer spending, particularly on discretionary activities,” Tengco said.
Licensed casinos remain the top contributor
Licensed casinos continued to represent the industry's largest source of revenue during the quarter, generating Php45.37 billion, equivalent to 51.49% of total GGR.
The electronic gaming sector, which includes E-Games, E-Bingo, bingo and poker, generated Php39.85 billion, accounting for 45.21% of total industry revenue.
Meanwhile, casinos operated by PAGCOR contributed Php2.90 billion, representing 3.30% of second-quarter GGR.
PAGCOR expects recovery
Despite the decline, Tengco expressed confidence that the Philippine gaming industry can recover as operators continue to improve their services, adopt new technologies and strengthen responsible gaming initiatives.
“PAGCOR remains committed to implementing measures that will help increase GGR and further strengthen the industry’s performance,” Tengco said.
He added: “We will continue working with our stakeholders to ensure that the gaming industry remains a meaningful contributor to nation-building.”
PAGCOR revenue also declines
The latest results follow a decline in PAGCOR's total revenues during the first half of 2026. Last month, Tengco reported that the regulator's revenues fell 26.64% year-on-year, primarily due to lower earnings from gaming operations.
