This was explained by Devon Dalbock, Vice President of Government and Regulatory Affairs for the EMEIA region at GLI.
In regulated gambling markets, trust is one of the fundamental pillars for the sustainable development of the industry. Behind every game result, payout percentage or transaction on a digital platform is a complex technical structure that, although invisible to most players, is essential to ensure the integrity of the system.
This was explained by Devon Dalbock, Vice President of Government and Regulatory Affairs for the EMEIA region at Gaming Laboratories International (GLI), who highlighted the central role that technical standards and independent certifications play within the gaming ecosystem.
According to the executive, these processes are not simple administrative formalities, but the basis on which the credibility of the entire market is built.
Player protection and fair gaming
Technical standards define how games should work, from the integrity of random number generators to calculations of payout percentages and responsible gaming mechanisms.
Among the most widely used frameworks globally are GLI-11, applied to gaming devices, and GLI-19, focused on interactive gaming systems. Both are part of the guidelines developed by GLI to establish international parameters of safety, fairness and reliability.
When platforms and systems are evaluated under these standards by independent laboratories, regulators and players can be confident that the results are truly random and not subject to manipulation.
Regulatory confidence and market stability
Technical standards also bring predictability to the industry. Operators are aware of regulatory requirements, vendors develop technology aligned with those specifications, and regulators have objective criteria in place to assess compliance.
Certification reports provide independent technical evidence that facilitates oversight work and strengthens consistency in the application of standards.
This framework, according to Dalbock, also contributes to generating more stable conditions for long-term investment and to consolidating the credibility of regulated markets.
Cybersecurity and Systems Integrity
In an environment where gaming platforms function as complex and interconnected digital ecosystems, technical standards also address critical aspects of IT security.
These include data encryption, access controls, software change management, logging and activity monitoring systems, and disaster recovery protocols.
Independent testing makes it possible to verify that these measures are not only documented, but that they work correctly in practice.
A level playing field for operators
Another key aspect is that standardized technical requirements ensure that all licensed operators meet the same minimum level of integrity and regulatory compliance. This protects companies that respect the rules and reduces the risks of unfair competition between jurisdictions.
International recognition
Jurisdictions that adopt widely recognized technical standards also facilitate global interoperability. Providers can reuse existing certifications and regulators can rely on evaluation methodologies that are already established in the international arena.
According to Dalbock, while legislation sets the political direction of a market, technical standards and independent certification are the mechanisms that turn those rules into an operational reality.
In gambling regulation, he concludes, credibility is not declared: it is independently tested, documented and verified.
