Indiana House Passes Casino Relocation Bill, Advances Measure to Senate

(Indiana).- House Bill 1038 cleared the Indiana House by a 67–30 vote, paving the way for a possible casino relocation to northeast or east-central Indiana pending voter approval
The Indiana House of Representatives approved House Bill 1038 on Wednesday by a vote of 67–30, sending the casino relocation measure to the Indiana Senate for further consideration.
Authored by Representative Craig Snow and co-authored by Representative Phil GiaQuinta, the bill seeks to modernize the placement of casino licenses, promote competition among gaming operators, and protect local governments by maintaining continuity in gaming operations. No lawmaker spoke in opposition during the bill’s reading.
If enacted, HB 1038 would allow the relocation of a casino from southeastern Indiana that currently operates in Ohio County to another region of the state, including Allen, DeKalb, or Steuben counties in northeastern Indiana, or Wayne County in east-central Indiana.
The legislation establishes a multi-step approval process, including a public referendum during the next general elections in the affected counties, oversight by the Indiana Gaming Commission, and a timeline requiring casino applications to be made public before January 2027, with a final decision expected by April 2027.
Some lawmakers expressed local concerns. Representative Chris Judy said he voted against the bill, citing feedback from constituents indicating opposition to a casino resort in Fort Wayne.
A separate measure, Senate Bill 70, which would also allow the relocation of Rising Sun’s riverboat casino operations, has already received its first reading in the Senate and is currently assigned to the Appropriations Committee.
