Presque Isle Downs & Casino Secures 5 Years License Renewal Amid Financial Scrutiny

(Maine).- After months of uncertainty and a thorough financial investigation, the Pennsylvania Gaming Control Board unanimously approves the casino’s license extension, keeping its doors open—for now.
The future of Presque Isle Downs & Casino in Erie, Pennsylvania, has been secured for the next five years, following a unanimous vote by the Pennsylvania Gaming Control Board to renew the facility’s Category 1 horse track casino license. The decision comes after a detailed investigation into the casino’s financial standing, prompted by warnings from management earlier this year about potential closure.
The renewal, granted on Wednesday, followed a hearing in May where casino officials made their case for continued operations. However, the board delayed its decision at the time, citing concerns about the long-term viability of the property after General Manager Gary Hendricks raised alarms during a Summit Township meeting and in media interviews. Hendricks pointed to high tax burdens—around 64%—and growing competition from unregulated skill games as key threats to sustainability, along with a shrinking local population.
Despite these challenges, the board determined that Presque Isle Downs had met the conditions of its previous license and qualified for renewal, though it emphasized that ongoing oversight would be required.
“We understand that our extensive review may have caused concern in the Erie community, especially among casino employees, suppliers, and loyal patrons,” said Board Chair Denise Smyler. “But after evaluating the facts, we are confident that with continued support from Churchill Downs, Presque Isle Downs can remain operational—and potentially thrive again with the right adjustments.”
The casino, which first opened in 2007, currently operates 1,525 slot machines and 31 table games, employing 482 people and generating roughly $2.52 billion in revenue over its lifetime.
While the renewal offers temporary relief, the underlying issues remain. Moving forward, Presque Isle Downs will be under increased monitoring as it works to adapt to a shifting gaming landscape and maintain its role as a key economic driver in the region.
