Brazil’s Key Betting Regulators to Speak at SBC Summit Rio 2026

(Rio de Janeiro).- Top officials responsible for shaping and enforcing Brazil’s new regulated betting market will take center stage at SBC Summit Rio, with regulation leading the agenda at Riocentro from 3–5 March.
As Brazil’s regulated betting market takes shape, the officials writing and enforcing the rules will address the industry directly at SBC Summit Rio.
Taking place at Riocentro from 3–5 March, the 2026 edition will put regulation at the heart of the agenda, with focused sessions covering licensing, enforcement, marketing standards, payments oversight, integrity, and institutional cooperation.
The event will welcome senior representatives from Brazil’s key government bodies, regulatory institutions, and enforcement authorities, including:
- Ministério da Fazenda (Ministry of Finance)
- Secretaria de Prêmios e Apostas (SPA); Secretariat of Prizes and Betting
- Ministério do Esporte (Brazilian Ministry of Sport)
- Superior Tribunal de Justiça (STJ); Superior Court of Justice

- Polícia Federal (Brazilian Federal Police)
- Conselho de Controle de Atividades Financeiras ( COAF) (Council for Financial Activities Control)
- Secretaria de Esportes do Município do Rio de Janeiro (Rio de Janeiro City Sports Secretariat)
- Conselho Nacional de Autorregulamentação Publicitária (CONAR); Brazil Advertising Self-Regulation Council
- Comissão de Jogos Lotéricos OAB/RJ (Lottery/Gaming Commission)
By bringing these authorities directly into the programme, SBC Summit Rio offers delegates first-hand insight into the priorities shaping Brazil’s regulated market and the compliance expectations that will define its next phase of growth.
Kicking off the regulatory focus is the keynote, The Making of a Regulated Market, headlined by two of the most important figures shaping Brazil’s federal betting framework: Daniele Correa Cardoso (Acting Secretary of Prizes and Betting at the Ministry of Finance) and Giovanni Rocco (National Secretary of Sports Betting and Economic Development of Sport, Brazilian Ministry of Sport).
The keynote will deliver a clear, detailed breakdown of Brazil’s regulated betting framework, outlining the priorities stakeholders need to act on now and what it will take to build sustainable growth as the market matures. It will be moderated by Andre Gelfi (Managing Partner Brazil, Betsson & President, Instituto Brasileiro de Jogo Responsável).
As Acting Secretary of the Secretariat of Prizes and Betting (SPA) within Brazil’s Ministry of Finance, Daniele Correa Cardoso is closely involved in shaping the regulatory framework for fixed-odds betting, including licensing requirements and compliance standards.
Giovanni Rocco leads the National Secretariat of Sports Betting and Economic Development of Sport at the Ministry of Sport, playing a key role in linking betting policy with broader initiatives to support and develop Brazil’s sporting ecosystem.

The event will also welcome representatives from Brazil’s state-run lotteries, long-standing public operators that have helped shape the country’s regulated betting landscape, including CAIXA (state-owned bank, lottery operator), Loterj (Rio de Janeiro), Lotese (Sergipe), and Loteria Mineira (Minas Gerais).
With regulation now defining the pace and direction of Brazil’s betting industry, SBC Summit Rio 2026 positions itself as the essential meeting point between policymakers and market participants.
