Cibelae promotes the integration of the lottery sector at BiS SiGMA South America 2026

(São Paulo).- Cibelae consolidated its role as a key player in the gaming industry with a prominent participation in BiS SiGMA South America 2026. This event, recognized as the largest iGaming and betting gathering in Latin America, took place from April 6 to 9 at the Transamerica Expo Center in São Paulo.

Cibelae reaffirmed its position as a fundamental actor in the gaming industry with an outstanding presence at BiS SiGMA South America 2026. The event, considered the biggest iGaming and betting meeting in Latin America, was held from April 6 to 9 at the Transamerica Expo Center in São Paulo, Brazil, bringing together more than 18,500 professionals and 4,100 operators from across the value chain.

During the four days of work, the Cibelae delegation held key meetings with several of its regular and associate members. The event also served to establish ties with new providers who have begun the process of joining the Corporation. The institutional team focused on promoting the 2026 strategic agenda, highlighting the upcoming II Lottery Marketing Seminar in Buenos Aires, Argentina, and the first International Convention on Lottery Product Portfolio in João Pessoa, Brazil.

The Corporation’s presence also allowed for the dissemination of high-impact technical tools for the sector, such as the Cibelae Technical Standard on Anti-Money Laundering Prevention and the Loterías en Acción platform, which centralizes regional experiences with positive social impact.

Leadership and strategic vision

Rodrigo Cigliutti, Cibelae’s executive director, led the institutional representation with an agenda that included high-level meetings with the event organizers, represented by Nuno Bispo, BiS SiGMA’s marketing director. Cigliutti moderated the panel Contemporary Panorama of the Lottery Market in Latin America, a space for in-depth analysis of the regulatory transformation and operational modernization underway in the region.

The debate featured Iván De La Rivera, Strategic Development Manager of Lotería de Concepción (Chile), and Mayra Gallucci, Deputy Manager of Gaming Conduct at Lotería de la Ciudad de Buenos Aires (LOTBA). During the session, it was emphasized that the lottery market in Latin America is experiencing a period of expansion where attention to responsible gaming and alignment with legal frameworks are shared priorities, despite the different maturity levels of each country.

Active participation of members

Cibelae members were consistently present in the conference agenda. Renato Silva Siqueira, CEO of CAIXA Loterias, spoke about the model of the Brazilian federal lottery as a mechanism for wealth redistribution, highlighting its impact on health, education, and sports for more than six decades.

Meanwhile, representatives of Brazil’s state lotteries, including Francisco Petrônio de Oliveira Rolim, Superintendent of Loteria do Estado da Paraíba (LOTEP), Fabíola Esteves, President of Loteria do Estado do Rio de Janeiro (LOTERJ), and Daniel Romanowski, President Director of Loterias do Estado do Paraná (Lottopar), addressed regulatory efficiency and concession models. Romanowski also participated in panels dedicated to mental health and responsible gaming, as well as debates on the security and traceability of video lottery terminals (VLTs), alongside Hazenclever Lopes Cançado, former LOTERJ president, and Cayan Kantú, CEO of Apostou (Lottopar provider).

Finally, technological innovation had its space with Leonardo Baptista, CEO of Pay4Fun, who detailed the impact of Open Finance and blockchain on transaction transparency.
