ICE Barcelona Strengthens Strategic Partnership with CIBELAE, Reinforcing Commitment to the Latin American Market

(Barcelona).- ICE Barcelona has expanded its longstanding alliance with CIBELAE, strengthening their shared mission to promote responsible gaming and drive sustainable initiatives across Latin America, while further elevating the region’s global influence in the gaming and lottery sector.

ICE Barcelona Strengthens Strategic Partnership with CIBELAE, Reinforcing Commitment to the Latin American Market

ICE Barcelona has reinforced its long-term strategic partnership with CIBELAE, the Ibero-American Corporation of State Lotteries and Betting, reaffirming both organisations’ dedication to responsible gaming and sustainable industry growth throughout Latin America.

The renewed collaboration builds on more than a decade of close cooperation. As the regional affiliate of the World Lottery Association (WLA), CIBELAE represents government-regulated lotteries across Latin America, Spain, and Portugal, making it a key institutional voice in the international gaming landscape.

To celebrate the strengthened alliance, senior Clarion Gaming representatives Liliana Costa and Alessandra Narcisi attended the XIX CIBELAE Congress, where they hosted a special activation offering CIBELAE members the chance to win an all-expenses-paid VIP trip to ICE Barcelona in January. The prize was awarded to Alan Marin Roldan, General Director of JPS – Junta de Protección Social of Costa Rica, during the Congress’s official dinner ceremony.


Rodrigo Cigliutti, Executive Director of CIBELAE, highlighted the significance of the collaboration: “At CIBELAE, we are proud to have hosted what represents a true milestone event for the lottery sector, bringing together a large number of regulators and lottery authorities from across Latin America and Europe. The participation of ICE Barcelona and Clarion Gaming, global leaders in our industry, greatly strengthened the event. In partnership with ICE Barcelona, we were also delighted to offer the opportunity for one attendee to enjoy an exclusive trip and experience in Barcelona in January, a gesture that reflects the spirit of collaboration that we strive to foster. We reaffirm our gratitude to ICE Barcelona and to Clarion Gaming for their commitment and for being part of this edition of the CIBELAE Congress.”

Clarion Gaming’s Liliana Costa added that CIBELAE will play a central role at ICE Barcelona next January, contributing expert insights to the Lotteries Conference: “We are delighted that CIBELAE will be at ICE Barcelona providing expert insights and analysis, further reinforcing our strategic alliance and reflecting Latin America's increasing influence on the global gaming stage.

“I am pleased to confirm that ICE Barcelona will also welcome key representatives from Argentina, Brazil, and Colombia, who will participate in dedicated content tracks within Academia América Latina—the new education and networking platform we are launching to promote regional training, best practices, and cross-market collaboration.”
