Key Regulators Confirmed for SiGMA North America 2026 in Mexico

(Mexico City).- A historic lineup is heading to Mexico City. This September, SiGMA North America 2026 brings together a rare, cross-continental gathering of gaming regulators. With major international backing and 4,000 delegates expected, the inaugural summit signals a fast-moving shift toward formal oversight in the region.

Key Regulators Confirmed for SiGMA North America 2026 in Mexico

Regulators from across North, Central, and South America, along with international partners, have confirmed their attendance at SiGMA North America 2026. The inaugural edition of a summit expected to draw 4,000 delegates to Centro Banamex in Mexico City from 01 to 03 September. It’s a rare lineup for a first-year event: a sign of how fast the region’s gaming markets are moving toward formal oversight.

The summit has already drawn institutional backing from regulators outside the region. The Alderney Gambling Control Commission recently endorsed SiGMA North America, with Chairman Andrew Gellatly personally signing the letter of support and stressing the summit’s role as a meeting point for regulators and the wider iGaming industry. Gellatly will be appearing in person, joining a cross-continental lineup of regulators covering everything from state lotteries to tribal gaming commissions.

Who’s confirmed

The geography is wide: attendees range from state lottery directors in the US to national gaming authorities across Central and South America, plus one international regulator joining from outside the Americas entirely.

United States and tribal jurisdictions

  • Brian Rockey, Director, Nebraska Lottery and Charitable Gaming Division. The agency he directs regulates and administers both Nebraska’s state lottery and charitable gaming operations such as bingo and raffles, with proceeds going toward designated state programmes.
  • Van Billops, CPA, Commissioner and Acting State Gaming Representative, New Mexico Gaming Control Board. Sits on the board that licenses and regulates casino gaming in New Mexico, and also represents NAGRA, the North American association that brings together gaming regulators from the US and Canada.
  • Rebecca Paul, President and CEO, Tennessee Education Lottery Corporation. The corporation she runs administers Tennessee’s state lottery, with proceeds directed specifically toward higher education scholarships and grants for state residents.
  • Rory Dilweg, President and Chairman, Buena Vista Tribal Gaming Commission. As chairman, he oversees the independent body responsible for gaming on Buena Vista Rancheria tribal land, assuring compliance with the tribe’s gaming ordinance, its state compact and federal law; as an attorney, he also negotiates gaming compacts between tribal governments and states nationwide.

Mexico

  • Olivia Salomón Vivaldo, General Manager, Lotería Nacional de México. Mexico’s national lottery institute, which she runs, channels its proceeds into social assistance and public welfare programmes across the country.

Caribbean

  • Edgar Pagan, Deputy Director, Comisión de Juegos del Gobierno de Puerto Rico. As deputy director, he helps oversee the agency responsible for regulating casinos, equestrian sports, sports betting and gaming machines across the island.
  • Heidi Hernández Olivo, Secretary General, Negociado de Loterías de Puerto Rico. She serves as secretary general of the island’s lottery bureau (a body separate from the Comisión de Juegos), which specifically oversees Puerto Rico’s traditional lottery segment.

Central America

  • Ventura Vega Batista, Secretary General, Junta de Control de Juegos (Panamá).  As secretary general, he runs Panama’s national gaming regulator, responsible for licensing, oversight, and enforcement across both land-based and online gaming.
  • Lissa Mencía, Country Director, Loto Honduras (LOTELHSA): Runs Honduras’s electronic lottery operator, which works under a state concession and directs proceeds toward the country’s national child welfare agency, Patronato Nacional de la Infancia.

South America

  • Carlos Moyano, President, IAFAS (Instituto de Ayuda Financiera a la Acción Social), Entre Ríos, Argentina. The provincial gambling regulator he presides over channels proceeds into social assistance programmes and runs educational projects targeted at preventing problem gambling among teenagers.
  • Jesús Acevedo, President, LOTBA (Buenos Aires). Under his presidency, the body that licenses and regulates gaming in Argentina’s capital has focused heavily on blocking unauthorized betting sites and protecting minors from gambling exposure.
  • Marcelo Visconti, Director General, Dirección Nacional de Loterías y Quinielas (Uruguay). Uruguay’s national lottery and betting regulator, which he directs, licenses legal gaming products while actively identifying and blocking unlicensed online operators.
  • Diego Hernández, General Manager, Lotería de Boyacá (Colombia). Runs one of Colombia’s regional lottery companies, whose proceeds are directed by law toward funding the country’s healthcare system.

International partner

  • Andrew Gellatly, Chairman, Alderney Gambling Control Commission: As chairman, he oversees one of the internationally recognised regulators of eGambling, an independent body that has licensed and overseen online gambling operators since 2000, with a priority on compliance, security and consumer protection.

Regulatory topics are in the spotlight

The regulatory presence at SiGMA North America goes beyond the exhibition floor and into the conference agenda, with several confirmed regulators speaking directly to the industry on both days.

On 02 September, Edgar Pagan will join the panel “Same Industry, Different Rules: Europe vs LATAM” to discuss how regulations differ between these regions, including payment systems and marketing rules. Later, Andrew Gellatly and Rory Dilweg will lead “Regulatory Escape Room – North America Decoded”, an interactive session that helps LATAM operators understand the complex licensing rules in U.S. states and Canadian provinces. On 03 September, Carlos Moyano will take part in “The Red Pen Forum: Regulators Respond to the Industry”, where regulators answer feedback submitted anonymously by the industry. The day also features “Gaming & Economic Growth: A Dialogue Between Regulators and Policymakers”, which looks at how gaming expansion affects jobs and tax revenue, and “The Identity Battle in Mexico: Growth, Fraud and KYC in a Market of 8 Million Players,” focusing on identity checks and fraud in Mexico’s growing market.

A B2G platform built for the region

The presence of this regulatory lineup constitutes part of a wider push by SiGMA to formalise its Business-to-Government (B2G) work. Launched in 2025, the programme is designed to provide governments, policymakers and the industry with a shared space to connect at SiGMA’s summits via curated networking events, diplomatic receptions and high-level conferences. In 2026, the programme prioritises eight regions worldwide, including Mexico, and includes a Regulatory Advisory Programme to help governments design clear gaming frameworks covering taxation, anti-money laundering, and compliance.

For regulators, the format offers something conferences alone don’t: a direct, informal line to the operators, suppliers and investors whose businesses they oversee, without the friction of scheduling separate bilateral meetings throughout the year.

A summit built at scale

The regulatory lineup joins a summit expected to draw 4,000 delegates, 1,000 operators and more than 150 speakers over three days, with nearly half of all attendees at C-suite level.
