(Las Vegas).- Bill Miller, the CEO of AGA urges the gaming industry to unite against illegal operators as prediction markets expand into sports betting and challenge regulated casino models.

AGA Warns of Rising Threat from Unregulated Prediction Markets at G2E 2025

At the Global Gaming Expo (G2E) 2025 in Las Vegas, American Gaming Association (AGA) CEO Bill Miller issued a strong warning about the growing influence of unregulated prediction markets, which he said pose a direct threat to the integrity and sustainability of the legal gaming industry.

Miller compared the AGA’s efforts to a “mobilized army,” emphasizing that these operators “blur the lines” between legitimate gambling and speculative trading, evading compliance and consumer protection standards. His remarks targeted platforms like Kalshi and Polymarket, which allow users to wager on real-world outcomes — from elections to sports events — without falling under traditional gaming laws.

Industry leaders, including MGM Resorts CEO Bill Hornbuckle, echoed concerns that prediction markets enjoy tax and regulatory advantages over licensed casinos. Regulators from Nevada and Arizona also warned that these platforms lack key safeguards such as anti-money laundering measures, auditing, and dispute resolution.

Despite opposition, prediction markets continue to grow rapidly, bolstered by regulatory leniency under the Trump administration and high-profile investments, including a $2 billion funding round for Polymarket. Legal experts predict the issue could reach the U.S. Supreme Court as early as 2027, potentially redefining how gaming and financial speculation intersect in America.
