Brazil presents its first regulatory system for the online sports betting market during SBC Summit Rio

(Rio de Janeiro).- The innovative solution by Serpro and the Ministry of Finance was presented at the SBC Summit Rio, in a panel given by Elaine Kato, Superintendent of Treasury and Labour Businesses of Serpro, and Fábio Macorin, Undersecretary of Monitoring and Fiscalisation of the Ministry of Finance.
The online gaming and sports betting market in Brazil is in the process of regulating the market and therefore requires technologies to reinforce security.
In January 2025, the federal government launched the second stage of the Gambling Management System (Sigap in the original Portuguese), developed by Serpro for the Ministry of Finance's Secretariat of Prizes and Gambling (SPA).
At the SBC Summit Rio, Fábio Macorin began his presentation by highlighting the progress made in 2024. ‘It has been a productive year for the regulation of online gambling, with more than 70 companies authorised and an intensified inspection. We controlled irregular domains and payment methods, blocking 22 entities involved in illegal operations,’ he said. ‘We also expanded governance over service providers, requiring an end to operations in unregulated markets,’ he added.
Elaine Kato presented Sigap's figures, highlighting its importance. ‘Today, we receive 500 million records daily and have around 700,000 files in our database, including bets, bettors, purses and much more,’ she said. ‘Sigap was developed to ensure data security and integrity, supporting the SPA in overseeing the sector. It is a robust ecosystem that will continue to evolve to strengthen governance and transparency in the Brazilian gaming market,’ she concluded.
The gaming market moves up to 21 billion reais a month
Sigap monitors and regulates the activities of operators authorised by the SPA/MF, which must send daily detailed information on bets, bettors and legal destinations, as stipulated in art. 10 of Ordinance SPA/MF 722 of 2 May 2024. The system was designed to ensure scalability and efficiency in processing, in response to the growing volume of market data.
Developed in accordance with Laws No. 13.756/2018 and No. 14.790/2023, Sigap reinforces the fight against crimes such as money laundering and manipulation of results, promoting greater transparency in a market that moves up to R$21 trillion per month.
SBC Rio Summit
The SBC Summit, the main event of the betting and gaming sector in the country, was held on February 26th and 27th in Riocentro, Rio de Janeiro, with an expected 15,000 visitors. Serpro's manager for the private market, Michael Rabelo, highlighted the importance of the company's participation in the event. ‘We are here to show the importance of Serpro, which goes beyond being a supplier of the gaming regulation system,’ he said. ‘We are showing that we are the great guarantee of authenticity and security of information, offering advantages to companies, regardless of their segment, in the onboarding process and in the fight against fraud,’ he concluded.
Also present at the event, Clony Nunes, Sigap manager at Serpro, highlighted the technological aspects of the platform. ‘We are processing 500 million records a day, and artificial intelligence has been crucial to regulate the sector,’ he said. He stressed that, as the government's technology operator, Serpro guarantees security and efficiency in the regulation of online gambling and sports betting.
