Brazil: States and the Ministry of Finance discussed the creation of the National Betting System

(Brasilia).- On Friday (4/4), the Prizes and Betting Secretariat of the Ministry of Finance (SPA-MF) met with the states and the Federal District (DF) to begin discussions on the National Betting System (Sinapo). Representatives from the DF and 14 states attended, including the four that already operate fixed-odds bets: Minas Gerais, Paraíba, Paraná and Rio de Janeiro.
The Secretary of Prizes and Bets of the MF, Regis Dudena, highlighted the importance of dialogue with the states for the democratic and effective construction of a unified system, as well as for the effective compliance with the legal provisions related to fixed-odds bets throughout Brazil.
“This strengthening of cooperation between federative entities is essential, based on the coordination and strengthening of ties between federal and state governments, disseminating good practices, establishing minimum national standards for Responsible Gaming, technical requirements for systems and games, as well as combating money laundering and sports integrity”.
The creation of Sinapo, as an implementation of cooperative federalism, is one of the priority points of the SPA regulatory agenda for the 2025-2026 biennium. The ordinance that will set the agenda, after the conclusion of the public consultation, should be published next week.

Apart from MG, PB, PR and RJ, the other states that participated (SC, AP, MA, CE, AM, PA, AC, GO, BA, DF and RN) are at different levels of development in the exploration of fixed-odds betting. Some are very advanced in their regulation to launch the service at the state level, while others are still in the initial phase or still evaluating whether to participate in this market.
State representatives praised the federal government’s initiative to share guidelines, best practices and challenges related to regulation, monitoring, repression and other issues, and expressed their intention to strengthen the exchange of information. “This type of meeting is essential because this is the only way to have a strong system, where everyone talks. Promoting a single system is very important,” said civil servant Talita Feitosa, representing the government of Pará.
The Secretary of Prizes and Bets of the Treasury thanked the representatives of the state governments for their presence and hospitality and stated that he will continue this joint work to protect both bettors and the popular economy.
“These two points are the heart of regulation. Understand this meeting as an invitation to federative cooperation to build a model for a National Betting System. And we will keep this channel of dialogue open regarding the understanding of each entity’s responsibilities, to see how far each one can go,” reinforced Regis Dudena. According to him, more technical points will begin to be discussed in the next meetings.
