Gibraltar Modernizes Gambling Laws to Boost Global Competitiveness

Gibraltar has approved a new Gambling Bill designed to modernize its regulatory framework and enhance competitiveness in a rapidly evolving global market. Presented by Nigel Feetham, the legislation seeks to reduce reliance on the UK—currently responsible for around 75% of sector revenues—and open the door to new international opportunities and investors.

The reform responds to mounting pressures such as increased UK gaming taxes and post-Brexit market shifts. It introduces a more flexible regulatory approach, focusing on where companies are managed rather than where their technology is based. The law also expands oversight across the gambling supply chain, particularly in fast-growing areas like marketing, to better protect consumers and safeguard the industry’s reputation.

A key innovation is the introduction of more proportional enforcement tools, replacing the previous system that relied heavily on license suspension or revocation. The framework also establishes clearer licensing conditions, strengthens regulatory powers, and creates a new Gambling Appeals Tribunal to ensure balance and transparency.

Alongside the gambling reform, Gibraltar passed legislation recognizing digital assets—such as crypto-tokens—as personal property, aligning with developments in the UK. Together, these measures aim to attract new business, support innovation, and position Gibraltar as a forward-looking hub for both gaming and digital finance sectors.
