Hawaii Advances Bill to Legalize Statewide Online Sports Betting

(Honolulu).- Hawaii moved closer to joining the growing list of U.S. jurisdictions authorizing online sports wagering after the House Committee on Economic Development & Technology approved a bill that would establish a regulated digital betting market across the state.
The proposal, HB 2570, passed the committee in a 5–2 vote and now advances to the next stage of the legislative process. If ultimately enacted, the measure would allow a minimum of six licensed online sportsbooks to operate statewide, marking a historic shift for one of the few U.S. states that currently prohibits all forms of sports betting.
A Structured Digital-Only Framework
Unlike many other jurisdictions, the bill contemplates a strictly online model, with no retail sportsbooks included. The legislation sets a 15% tax on adjusted gross gaming revenue and establishes a $500,000 licensing and renewal fee for operators. Regulatory oversight would fall under the state’s Department of Business, Economic Development, and Tourism, ensuring centralized supervision within an established governmental framework.
Supporters emphasize that the proposed structure aims to balance economic opportunity with strong regulatory controls. By bringing existing offshore and illegal betting activity into a licensed environment, lawmakers backing the measure argue that Hawaii could capture new tax revenue while introducing enforceable consumer protections.
Among the safeguards outlined are responsible gambling tools such as deposit limits, time controls, and monitoring mechanisms designed to identify risky behavior—features unavailable in unregulated markets.
Economic Potential and Consumer Protections
Proponents of HB 2570 highlight the dual benefit of revenue generation and enhanced oversight. Legalization, they argue, would redirect funds currently flowing to unregulated operators toward state coffers, potentially supporting public programs and economic development initiatives.
At the same time, a regulated framework would require licensed operators to meet compliance standards, undergo background checks, and adhere to reporting obligations—measures intended to promote transparency and accountability in a market that already exists informally.
While opposition voices have raised concerns about social impact and regulatory capacity, several lawmakers who voted in favor noted that the legislative process provides room to refine details related to enforcement resources and public-health safeguards.
The committee’s approval represents a meaningful step forward in Hawaii’s long-running debate over gambling expansion. As discussions continue, the focus will likely center on calibrating tax structures, oversight mechanisms, and responsible gaming provisions to ensure that any future market delivers economic benefits while prioritizing consumer protection.
For the global gaming industry, the advancement of HB 2570 signals renewed momentum in a traditionally closed jurisdiction—one that could soon emerge as a carefully regulated, digital-only addition to the U.S. sports betting landscape.
