(Brasilia).- Today, the Brazilian Institute for Responsible Gaming (IBJR) published a statement on the front page of O Globo, Valor and Folha de S.Paulo under the title ‘To gamble, there must be rules’, listing the advantages of the legislation approved by Congress and the regulations issued by the Ministry of Finance, which will come into force on 1 January 2025.
The organisation points out that, among other requirements, Bets will have facial recognition, an essential tool to prevent under-18s from betting. Users will be able to set parameters on Bets platforms, defining maximum limits for time played and financial loss. Other measures have already been anticipated, such as blocking the use of credit cards.
These initiatives are designed to help prevent abuse, curb compulsion and combat addiction. A new domain ending will also be adopted for Bets on the internet, indicating their legitimacy: .bet.br. Only authorised brands will have this domain for better identification by punters.

To gamble, there must be rules
Brazil is one step closer to a very important achievement. The long-awaited regulation of the online betting sector will soon come into force. With it will come more transparency and security, always with integrity and a healthy environment for entertainment as the main references.
The Brazilian online betting market celebrates the regulation and trusts in its firm application. This is the only way to avoid a game with no rules and no judge.
Some reprehensible practices have already been identified by the authorities, who are active and vigilant in curbing illegalities.
To play, only with respect and responsibility. That's where the Brazilian Institute for Responsible Gaming comes in. We represent 75 per cent of the Brazilian market, bringing together some of the world's leading gambling companies with accumulated experience in mature markets such as the United States, England and Australia.
Our goal is to promote all efforts to develop a sustainable, safe, reliable online betting ecosystem that generates benefits for society as a whole.
On 1st January, the whistle will blow for the regulations to officially come into force.
Among other requirements, Bets will feature facial recognition, an essential tool to prevent under-18s from betting.
And so the rules become clearer and clearer, definitively differentiating legitimate companies from those that adopt harmful and illegal practices.
After all, you have to have rules to gamble. And the main rule is responsibility.
To play, you have to have transparency and integrity
The joint efforts of Bets, sports organisations and public authorities to curb illegal practices have already produced significant results in the face of the revelations of alleged match manipulation.
That's why the IBJR works closely with organisations such as the International Betting Integrity Association (IBIA). IBJR members share data on suspicious activity with IBIA, which is detected through artificial intelligence tools and data cross-checking. The IBIA consolidates this information and, if the suspicion is confirmed, it is passed on to sports organisations and authorities.
After all, from advertising to tax collection, sponsorship of sport and support for responsible gambling, the betting ring in Brazil has to be cleaned up. That's what we stand for - without compromise!
We are already working on several fronts:
1 REGULATION
We advocate strictly enforced rules, maintaining dialogue with public authorities and sharing our international experiences applied in mature markets.
These lessons are already being incorporated for the benefit of the sector.
2 CONSCIOUS ADVERTISING
We are in favour of regulating advertising in the sector, especially to curb the attractiveness of Bets that act outside the legal rules. We have already adopted clear parameters and launched an Advertising Code that guides the campaigns of IBJR member companies, as well as always publicising educational messages.
3 CONTRIBUTION TO THE ECONOMY AND SPORT
We defend the sector as a driver of the economy and of investment in sport, generating benefits for society as a whole. With the high number of applications from companies to operate in Brazil, it is estimated that tax collection could reach billions of reais in the coming years. As these companies consolidate their presence in the country, they drive various sectors, from marketing to technology, as well as relevant innovation initiatives.
It should also be noted that the Bets have made significant long-term investments in the sustainability of Brazilian football. The segment is also active in supporting different sports, strengthening the sector and driving transformative projects.
4 RESPONSIBLE GAMBLING
It is essential that Bets seek to ensure that all bets are placed consciously, with actions and mechanisms to help the public play safely and responsibly, respecting their financial and emotional limits.
The online betting market must work to prevent harmful behaviour, especially possible risks to punters' health, and against the actions of illegal Bets. That's why we have created digital safeguards through technological solutions to combat addictive behaviour and prevent minors from betting online.
Brazil is a pioneer in the adoption of facial recognition, making it a global case. Tools that allow players to set time and loss limits are being implemented.
We have also banned credit cards as a form of payment and made a Good Practices Manual available to gamblers.
The only game worth playing is responsible gambling with rules that apply to everyone.
