Portugal’s Tourism Authority Approves Changes to Online Gaming and Sports Betting Regulations

(Lisbon).- The Gaming Commission of Turismo de Portugal, I.P. has approved draft amendments to the regulations governing online gaming machines and fixed-odds sports betting, updating the technical framework of the regulated market and opening a public consultation period for stakeholders.
Portugal’s gambling regulator has taken a new step toward modernizing its online gaming regulatory framework. Through resolutions adopted on December 19, 2025, and January 2, 2026, the Gaming Commission of Turismo de Portugal, I.P. approved two draft amendments affecting key rules for digital gambling operations.
Updates to technical regulations
Among the approved measures is the draft amendment to Regulation No. 828/2015, which sets out the rules for the operation of online gaming machines, originally published in the Official Gazette (Diário da República), Series II, No. 236, of December 2, 2015.
The regulator also approved the draft amendment to Regulation No. 903-A/2015, which establishes the rules for online fixed-odds sports betting, published in the Official Gazette, Series II, No. 250, of December 23, 2015.
The proposed changes aim to adjust technical and operational requirements in line with market developments and the evolution of technologies used by licensed operators.
Public consultation period
The approved drafts have now entered a public consultation phase, allowing operators, suppliers, and other interested parties to submit suggestions and feedback. The consultation period will remain open for 20 business days, starting from January 27, 2026, inclusive.
Submissions should be sent to sugestoes.rjo@turismodeportugal.pt, reinforcing the regulator’s commitment to transparency and ongoing dialogue with the gambling industry.
The initiative is being closely followed by international operators, as Portugal continues to strengthen its regulatory model as a benchmark within the European online gaming and betting market.
