Proposal to Legalize Online Casinos in the Russian Federation

(Russian Federation).- The Ministry of Finance of the Russian Federation has proposed that President Vladimir Putin consider the possibility of legalizing online casinos in Russia.

These activities would be taxed at a rate of 30%, which could generate around 100 billion rubles annually for the state budget, according to Kommersant, citing sources.

Currently, online casinos are prohibited in Russia, and only licensed bookmakers or lottery operators are legally allowed to offer online gambling. The Ministry of Finance estimates the size of the “white” market in 2024 at 1.7 trillion rubles, while the illegal market is valued at 3 trillion rubles annually, with nearly one hundred online casinos operating.

The proposal suggests legalizing online casino activity in the country under several conditions. These include designating the operating entity through a presidential decree based on a recommendation from the Government of the Russian Federation, and establishing a betting transaction mechanism for online casinos through a Unified Betting Transfer Accounting Center, similar to the system used for bookmakers.
