(Manila).- In a decisive move to combat addiction and safeguard vulnerable demographics, Senator Francis "Chiz" Escudero is advocating for a comprehensive nationwide ban on gambling advertisements across all media channels.
Pushing for Comprehensive Ban on Gambling Advertisements Across All Media Channels
Through the introduction of Senate Bill (SB) 2347, Escudero aims to establish strict, legally binding restrictions on how gambling operators and platforms promote their services to the public.
Speaking on his Sunday podcast, “Chiz Wiz! Usapang May Laman,” the senator emphasized the need to introduce more friction for potential bettors. “The core logic of our proposed legislation is simple: do not make it too easy. We must ask ourselves how we can create necessary barriers so that individuals cannot just play games on a whim,” he stated. Escudero highlighted the alarming pervasiveness of online gaming today, noting its effortless accessibility for both adults and underage users.
Why Voluntary Guidelines and Self-Regulation Are No Longer Enough
While the Philippine Ad Standards Council currently maintains voluntary guidelines requesting its members to exclude gambling imagery and paraphernalia from their media networks, Escudero pointed out a critical flaw: these self-regulatory rules lack legal teeth. Consequently, he stressed the absolute necessity of institutionalizing an advertising ban into formal, enforceable law.
Senate Bill 2347 specifically targets and prohibits any form of gambling sponsorships and marketing across a broad spectrum of platforms, including television, radio, print, online websites, and social media. The senator described the filing of the bill as the "first step in a broader effort to reduce gambling-related harm."
"To effectively regulate these private entities, the law inherently requires a robust provision concerning advertising," Escudero concluded.
