Thematic session in Brazilian Senate to debate bill legalising casinos

(Brasilia).- The Senate is holding a thematic debate session today, August 8th, to discuss the bill that deals with the exploitation of games and bets throughout the national territory (PL 2.234/2022). Reported by Senator Irajá (PSD-TO), the text, authored by Congressman Renato Vianna (MDB/SC), was approved in June by the Constitution and Justice Committee (CCJ).

Under discussion in the Senate since March 2022, the bill provides for the creation of two taxes, the collection of which will be shared with the states, the Federal District, municipalities, the Brazilian International Tourism Promotion Agency (Embratur) and for sports and culture funds.

Lottery regulations are left out of the bill and remain subject to special legislation. Senator Irajá is in favour of voting on the matter in August. In his opinion, the proposal will bring gains to the country by increasing revenue and the number of foreign tourists.

The bill provides for the creation of two taxes, the collection of which will be shared with the states, Federal District, municipalities, Embratur and sports and culture funds. Senators opposed to the proposal, such as Eduardo Girão (Novo-CE), cite the possibility of strengthening organised crime, money laundering and cases of gambling addiction.

The bill returned to the CCJ to analyse amendments tabled in plenary.
