(London).- New rules banning mixed-product bonuses, capping wagering requirements and limiting online slot stakes will significantly impact players from January 19, 2026. Among the sectors facing the greatest impact are bingo and online slots.

UK Gambling Commission Confirms Major Online Gambling Reforms for 2026

The UK Gambling Commission has confirmed a sweeping set of regulatory reforms that will transform the online gambling market from January 19, 2026, with bingo and online slots among the sectors most affected. The measures form part of the government’s long-awaited Gambling Act review and are aimed at reducing gambling-related harm while making promotions clearer and fairer for consumers.

The changes include a ban on mixed-product bonuses, a cap on bonus wagering requirements, and stricter limits on online slot stakes. While regulators argue the reforms are overdue, parts of the gambling industry warn they could have unintended consequences for the regulated market.

Why the Gambling Commission is tightening the rules

The Commission has consistently raised concerns that complicated bonus structures and high wagering requirements can confuse players and contribute to risky gambling behaviour. In particular, mixed-product bonuses—which require customers to wager across multiple products such as sports betting, slots and bingo—have been highlighted as especially problematic.

A Gambling Commission spokesperson said the reforms are designed to put consumer understanding at the centre of gambling promotions: “We want consumers to be able to understand exactly what is being offered to them and how much they need to gamble before they can withdraw any winnings. These changes are about clarity, fairness, and consumer protection.”

Under the new framework, operators will only be allowed to offer bonuses tied to a single gambling product. In addition, wagering requirements will be capped at 10 times the bonus amount, a significant reduction compared with the much higher rollover terms previously offered by some operators.

What will change for bingo and slots players?

For UK online bingo players, the most visible change will be the end of promotions that bundle bingo tickets with free spins or casino bonuses. Offers will become simpler, with clearer terms and conditions focused on one product only.

Online slots players will also see changes beyond bonus structures. From 2026, the government will introduce lower maximum stake limits:

£5 per spin for most adult players

£2 per spin for players aged 18 to 24

The government says younger adults face a higher risk of gambling-related harm and therefore require additional safeguards.

Gambling Minister Baroness Twycross explained the rationale behind the new limits: “These limits are targeted at those most at risk of harm, while still allowing adults to enjoy gambling as a leisure activity in a safer environment.”

Industry reaction and ongoing concerns

While the gambling industry has largely accepted the need for reform, operators have expressed concerns about the potential impact on revenues, employment and competitiveness. Some companies argue that fewer promotions and lower stakes could push players towards unlicensed offshore sites, where consumer protections are minimal or non-existent.

A spokesperson for the Betting and Gaming Council said: “Our members support evidence-led regulation, but it’s vital that new rules do not push customers towards the unsafe black market, where there are no protections or safeguards.”

At the same time, political pressure is mounting on the Treasury to consider higher taxes on gambling profits, a move the industry says could further strain operators already adapting to major regulatory changes.

UK bingo and online casino operators are already updating terms and conditions and reworking promotional strategies ahead of the January 2026 deadline. The Gambling Commission has confirmed it will closely monitor compliance and assess whether further regulatory intervention is needed.

For players, especially those who enjoy online bingo and slots, the reforms are expected to deliver fewer but clearer promotions, lower financial risk per spin, and greater transparency around bonuses. Whether the new rules strike the right balance between consumer protection and a sustainable regulated market will become clearer once the changes are fully implemented.
