(Brasilia).- The Ministry of Finance's Bureau of Prizes and Betting (SPA/MF) published today in the Federal Official Gazette (DOU) Normative Instruction SPA/MF No. 11/2024 regulating the registration of the ‘bet.br’ domain for use on the electronic channels of fixed odds lottery operators.

After receiving notification of the SPA/MF authorization to operate, online betting operators must submit a request for registration of the ‘bet.br’ domain on the Registro.br website (https://registro.br/) addressed to the Ponto BR Information and Coordination Centre - NIC.br.
Requests must comply with the rules established by the BR Point Information and Coordination Centre (NIC.br) for contracting the service and indicate the ‘bet.br’ domain registrations corresponding, at most, to the total number of trademarks to be exploited by means of authorisation from the Ministry of Finance's Bureau of Prizes and Betting.
The SPA/MF will examine the requests for registration of ‘bet.br’ domains registered with the BR Point Information and Coordination Centre - NIC.br by operators and will check the following criteria: date of registration of the registration request after the date of the authorisation notification and indication of ‘bet.br’ domain registrations corresponding to the trademarks to be exploited through authorisation by the SPA/MF.
In addition, the use of Domain Name System Secutity Extensions - DNSSEC registration technology is mandatory for the registration of ‘bet.br’ domains.
In the event of an unfavourable decision on the application by the Ministry of Finance's Prize and Betting Secretariat after examining the criteria, betting operators will be notified by the Ponto BR Information and Coordination Centre - NIC.br, and may submit an appeal to the electronic address cgs.spa@fazenda.gov.br within a period of up to fifteen days from the date of receipt of the communication.
Disputes arising from the registration of ‘bet.br’ domain names between betting operators will be resolved through the Administrative System for Internet Disputes Relating to Domain Names under the ‘.br’ (SACI-Adm), in accordance with the contract for domain name registration under the ‘.br’, available at the electronic address https://registro.br/dominio/contrato/, and with the Regulations of said System, available at the electronic address https://registro.br/saci-adm/.
Registered ‘bet.br’ domains must be informed by betting operators in a specific field of the Betting Management System - SIGAP of the Ministry of Finance's Prize and Betting Secretariat within five days of the registration date.
Requests for changes to already approved ‘bet.br’ domain registrations will follow the procedures defined by the BR Point Information and Coordination Centre - NIC.br, subject to the provisions of this Normative Instruction.
