Brazil: Government creates positions for new gambling and lotteries secretariat

(Brasil).- The Ministry will monitor betting volumes and revenues, ensuring greater control of the fixed-odds sports betting market.
Online sports betting will come under even greater scrutiny in the coming months.
The information on the destination of the vacancies comes from Estadão, which reported that the new structure will be responsible for analysing documents to approve the accreditation of operators in the country, as well as monitoring the volume of transactions and collection.
In May, the Ministry of Finance had announced the regulation of fixed-odds sports betting in Brazil, with the aim of creating mechanisms to prevent and curb cases of manipulation of results.
The creation of a secretariat had also been announced by the ministry, which will be in charge of analysing the documents for the approval or not of the accreditation of betting companies in the country.
This secretariat will also monitor the volume of betting and collection, ensuring greater control over the fixed-odds sports betting market.
"Companies will be taxed at 16% on Gross Gambling Revenue (GGR), the revenue earned from all games played, minus the prizes paid to players. On the prize received by the bettor will be taxed 30% Income Tax, respecting the exemption of R $ 2,112.00 ", says the official text.
How will the revenues be invested?
According to the text, the collection of fees and taxes will be allocated to areas such as public security, basic education, sports clubs and social actions.
Of the 16%, 2.55% will go to the National Fund for Public Security, for actions to combat manipulation of results, money laundering and other acts of a criminal nature that may be practised in the field of betting or related to betting.
A further 0.82% will go to basic education, 1.63% to sports clubs, 10% to the Social Security and 1% to the Ministry of Sport.
Conscious gambling
The MEP states that gambling companies should promote informative and preventive actions to raise awareness among gamblers and prevent pathological gambling disorder. The initiative aims to ensure the mental health of gamblers, preventing gambling from becoming an addiction.
Rules on communication, advertising and marketing, such as advertising schedules and the format of online advertisements, will be developed in collaboration with the National Council for Advertising Self-Regulation (Conar). The aim is to ensure that marketing actions are responsible and ethical, contributing to a safe and regulated gambling environment.
