GCGRA Appoints Jennifer Carleton as Chief of Licensing and Investigations to Strengthen Global Gaming Compliance

(Al Maryah Island).- With over three decades of expertise in gaming law and regulation, Jennifer Carleton joins the General Commercial Gaming Regulatory Authority to advance integrity and best practices across the UAE’s commercial gaming sector.

GCGRA Appoints Jennifer Carleton as Chief of Licensing and Investigations to Strengthen Global Gaming Compliance

The General Commercial Gaming Regulatory Authority (GCGRA) is pleased to announce the appointment of Jennifer Carleton as Chief of Licensing and Investigations. With 30 years of experience in gaming law, regulation, and compliance, Carleton brings a wealth of expertise that will enhance GCGRA’s commitment to integrity, transparency, and global best practices in commercial gaming governance.

Throughout her distinguished career, Jennifer Carleton has advised some of the world’s leading public and private land-based gaming facilities and entertainment companies. Her extensive background has fostered strong relationships with international regulators and licensing professionals, establishing her as a trusted authority in gaming compliance and governance.

Before joining GCGRA, Carleton served as Chief Legal Officer at Sightline Payments, where she led initiatives in Anti-Money Laundering (AML), Title 31, Bank Secrecy Act (BSA), and currency regulation at both federal and state levels. Earlier in her career, she dedicated a decade as Senior Staff Attorney for the Oneida Tribe, where she played a pivotal role in tribal gaming operations and regulatory compliance.

Jennifer Carleton holds a Bachelor of Arts from Indiana University and a Juris Doctorate cum laude from the University of Wisconsin. She is licensed to practice law in Wisconsin, Illinois, and Nevada.

In her new role, Carleton will be instrumental in advancing GCGRA’s mission to develop a world-class regulatory framework for the UAE’s commercial gaming industry. Her leadership underscores the Authority’s dedication to ensuring a robust, transparent, and globally respected regulatory environment.

GCGRA welcomes Jennifer Carleton as a key addition to its executive team as it continues to shape the future of responsible and well-regulated commercial gaming in the United Arab Emirates.
