GCGRA Names Ciarán Carruthers as New CEO

(Abu Dhabi, UAE). – The General Commercial Gaming Regulatory Authority (GCGRA) has announced the appointment of Ciarán Carruthers as its new Chief Executive Officer.
Carruthers Brings Global Industry Experience
Ciarán Carruthers joins the regulator from Crown Resorts in Australia, where he served as Chief Executive Officer. He brings extensive experience across the global luxury resort and gaming sectors and takes on the role at a pivotal stage in the development of commercial gaming regulation in the UAE.
His background includes leading major regulatory and operational transformations throughout the gaming industry. Among his achievements are restoring Crown Resorts to full licensing suitability, overseeing large-scale operations at Wynn Macau, and advancing responsible gaming frameworks that have contributed to shaping industry standards.
Supporting the Development of a World-Class Regulatory Framework
The GCGRA said Carruthers’ combination of operational expertise and regulatory experience will help advance its mission to establish a transparent, responsible, and internationally recognized commercial gaming framework in the UAE.
Jim Murren, Chairman of the GCGRA, said: “We are pleased to welcome Ciarán to the GCGRA leadership team. He brings the experience and vision to lead the Authority as we continue to build a world-class regulatory framework for commercial gaming in the UAE.”
