IAGR Appoints Kevin Mullally as Its First Chief Executive Officer

(Las Vegas).- International Association of Gaming Regulators (IAGR) has named Kevin Mullally as its first-ever Chief Executive Officer, marking a significant milestone in the organization’s evolution as it expands its global footprint and responds to increasingly complex regulatory challenges across jurisdictions.

The newly created CEO role is designed to strengthen IAGR’s executive capacity while preserving its member-led governance model, with overall strategic direction continuing to be set by the Board of Trustees.

IAGR President Ben Haden highlighted Mullally’s appointment as a strategic step forward for the association.

“Kevin brings an extraordinary depth of regulatory experience and a global perspective that aligns perfectly with IAGR’s mission,” Haden said, noting the Board’s unanimous support for the decision.

Strengthening global regulatory collaboration

As CEO, Mullally will be responsible for executing the Board-approved strategy, enhancing operational coordination across IAGR’s conferences and member services, and deepening international partnerships.

His mandate centers on reinforcing collaboration and practical knowledge-sharing among regulators confronting cross-border challenges, including technological innovation, market expansion and the fight against illegal gambling.

“IAGR’s strength lies in its members and their willingness to work together across jurisdictions,” Mullally stated. “My focus is on supporting regulators by expanding collaboration, sharing practical solutions, and ensuring IAGR remains at the forefront of addressing the most critical regulatory issues worldwide.”

Decades of regulatory leadership

Mullally brings decades of senior-level experience in gaming regulation, public policy and governance. His background includes overseeing complex regulatory systems, advancing responsible gaming frameworks and combating illegal market activity, while maintaining regulatory independence and constructive engagement with industry stakeholders.

In addition to his new role at IAGR, Mullally is the founder of The Mullally Group, an independent advisory firm that supports governments and regulatory bodies in developing and implementing effective governance and compliance structures.

Spotlight on Latin America: IAGR2026 in Lima

A central focus of Mullally’s leadership will be strengthening IAGR’s role as a global convener, particularly in rapidly expanding and evolving markets.

This objective will take center stage at the IAGR2026 Annual Conference, scheduled to be held in Lima, Peru, this October. The event is expected to rank among the most significant global gatherings of gaming regulators in 2026, providing a platform for dialogue on regulatory modernization and cross-jurisdictional cooperation—especially across Latin America, where markets continue to scale in both size and complexity.

Under its first CEO, IAGR signals a new phase of institutional maturity, positioning itself to better support regulators worldwide as they navigate technological disruption, market growth and the demands of effective, future-focused oversight.
