Jeremy Locke, newly appointed President of NAGRA and COO of Compliance at AGCO Champions Global Regulatory Unity

Jeremy Locke, the newly appointed President of the North American Gaming Regulators Association (NAGRA) and Chief Operating Officer of Compliance at the Alcohol and Gaming Commission of Ontario (AGCO), is placing collaboration at the heart of his agenda.

Speaking at a recent industry panel alongside Jamie Wall from the UK Gambling Commission, Locke emphasized the critical need for shared intelligence between North American and European regulators to maintain the integrity of today’s globally interconnected betting markets.

“We’re seeing events in the UK and rest of Europe that our markets in North America are betting on. So, when we have those integrity alerts coming in, we all need to come together… we can act far more efficiently and quickly if we’re co-ordinated in those efforts,” Locke said.

While Locke acknowledged that a single, universal regulatory framework is unlikely, he believes that greater alignment in standards and operational processes can benefit both operators and regulators. Harmonized approaches make compliance simpler for businesses and give regulators the tools to act more swiftly and effectively against emerging threats.

“I don’t think there is any pride of ownership in any of these models. They are all keen to share and for other regulators to make it right for their own context,” he noted.

As betting markets continue to transcend national boundaries, Locke made it clear that regulatory silos are no longer viable. The future of integrity in the gaming sector depends on increased cooperation, shared insights, and adopting interoperability not just as an option—but as a foundational principle.
