PAGCOR Reports 84.85% Net Income Drop Amid National Initiatives

PAGCOR revenues down 23.41% to Php64.41B in first nine months of 2026

The Philippine Amusement and Gaming Corporation (PAGCOR) reported total revenues of Php64.41 billion in the first nine months of 2026, down 23.41% from Php84.09 billion in the same period last year. The decline is attributed to weaker earnings from gaming operations and related services.

PAGCOR Chairman and CEO Alejandro H. Tengco specifically pointed to the weaker performance of the Electronic Gaming sector during the period. “Revenues from Electronic Gaming declined considerably by 37.23% from Php44.03 billion in 2025 to Php27.63 billion this year,” he said.

The licensed casino segment, the second-largest contributor to gaming revenues next to Electronic Gaming, also recorded a decline, with revenues falling by 3.22% to Php23.10 billion from Php23.87 billion a year earlier.

PAGCOR’s Casino Filipino branches likewise posted lower revenues, which dropped by 8% to Php7.28 billion from Php7.91 billion, while revenues from poker operations declined by 4.60% to Php105.86 million from Php110.97 million.

Overall, revenues from gaming operations fell 23.44% to Php58.13 billion from Php75.93 billion in the same period last year.

Earnings from other related services also dropped 38.59% to Php3.04 billion, while other income was almost flat at Php3.23 billion, compared with Php3.20 billion year-on-year.

PAGCOR’s net income likewise declined to Php2.17 billion from Php14.32 billion, an 84.85% year-on-year drop.

Supreme Court ruling halves income

The drop in net income followed a Supreme Court ruling requiring PAGCOR to remit 5% of its gross revenues to the Philippine Sports Commission (PSC), nearly double the previous remittance levels to the sports agency.

Despite the revenue dip, Mr. Tengco said PAGCOR will continue to strengthen its operations and regulatory oversight while ensuring that revenues from regulated gaming continue to support government programs and services.

“While we recognize the impact of lower gaming revenues on our financial performance, PAGCOR remains committed to carrying out its mandate.

“We will continue to pursue responsible and sustainable operations while ensuring that the gaming industry adheres to regulatory standards,” Mr. Tengco said.

Despite lower revenues, PAGCOR still remitted Php45.28 billion in contributions to nation-building and other statutory obligations during the period.

Of this amount, Php27.61 billion went to the National Treasury as the government’s 50% share, Php3.01 billion went to the PSC, and Php2.90 billion was paid to the government as franchise taxes.

Other contributions to nation-building included Php11.19 billion for socio-civic projects, Php511.95 million for Casino Filipino host cities, Php28.22 million in sports incentives for national athletes and their coaches who win in international competitions, and Php15.85 million in corporate income tax.
