Uganda’s gambling sector has experienced a six-fold revenue increase over five years, surging from UGX 50.6bn in 2019/20 to UGX 323bn in 2024/25, driven by improved regulation and increased investment.
Data from the National Lotteries and Gaming Regulatory Board highlights a surge in total wagering to UGX 8trn, alongside a substantial rise in non-tax revenue and employment, as the sector formalizes.
Rapid Revenue and Betting Growth
Gaming revenue in Uganda grew from UGX 50.6bn ($14.1m) in 2019/20 to UGX 323bn ($90.2m) by 2024/25, reflecting strong, regulated growth. Furthermore, total wagers increased from UGX 500bn ($139.0m) in 2021/22 to UGX 8trn ($2.24bn) in 2024/25, signaling a rapid expansion in market activity. Non-tax revenue also saw an eight-fold increase, reaching UGX 8.79bn ($2.46m) in 2024/25, indicating enhanced sector transparency and compliance.
Regulatory Upgrades and New Leadership
The National Lotteries and Gaming Regulatory Board (NLGRB) attributed this success to enhanced oversight and formalization, which has attracted investors and boosted government income. During a swearing-in ceremony on July 24, Finance Minister Hon. Matia Kasaija praised the outgoing board for transforming the gambling sector into a compliant and significant economic contributor.
