As the countdown to the FIFA World Cup 2026 begins, Uruguay’s National Directorate of Lotteries and Pools (DNLQ) has issued a formal reminder of the country’s strict regulations governing online gambling and sports betting.

The regulator stressed that only state-authorized platforms can guarantee safety, transparency, and consumer protection. Currently, Supermatch remains the sole legal operator for international sports prediction markets, operating under Decree No. 175/002 and its latest updates.

Strong Legal Framework Against Illegal Operators

Uruguay maintains a firm stance against unauthorized online gambling services. Under Article 244 of Law No. 19,535, offering betting services without prior authorization is considered illegal, with limited exceptions granted to the Executive Branch.

To curb the growth of unlicensed platforms, authorities have reinforced enforcement mechanisms, including:

  • Domain blocking: The DNLQ can order telecom providers to block illegal websites within 48 hours.
  • Financial restrictions: The Central Bank of Uruguay prevents payments to unauthorized operators through card issuers and payment systems.
  • Advertising bans: Promotion, sponsorship, or advertising of illegal gambling is strictly prohibited, with fines reaching up to 20 million indexed units.

Focus on Responsible Gambling

The DNLQ also highlighted that regulated gambling ensures prize security and contributes to public services through state revenue. The authority reiterated its zero-tolerance policy regarding underage gambling.

Additionally, Cibelae  backed the initiative, emphasizing the importance of channeling sports enthusiasm through safe, regulated environments that promote responsible gaming across the region.
