FIFA World Cup 2026: GGL Warns Against Illegal Sports Betting

GGL Strengthens Oversight During the World Cup

The GGL expects a surge in sports betting demand during the tournament and has issued a warning against using illegal online platforms. The authority emphasizes that unlicensed and illegal operators often bypass legal safeguards for youth, player, and consumer protection, exposing users to fraud and unfair practices.

Federal Commissioner for Addiction and Drug Issues Hendrik Streeck recently highlighted illegal gambling as a central challenge in combating addiction. GGL Chairman Ronald Benter urged consumers to consult the official whitelist to verify which operators are legally authorized.

Checking the Whitelist Before Betting

In Germany, only licensed operators may offer sports betting. All approved providers are listed on the official whitelist, accessible via the “Sports Betting” filter. The GGL advises consumers to confirm an operator’s license before registering or placing bets. Guidance on identifying illegal gambling offers is available in the FAQ section of the authority’s website.

FAQs on Legal Sports Betting

To mark the World Cup, the GGL has published an extensive FAQ covering:

Which sports bets are legal in Germany

What events can be wagered on

Why some sports are permitted and others not

Differences between online and land-based betting operators

How major events like the World Cup or Olympics affect the betting market

Intensified Monitoring

During the tournament, the GGL is stepping up oversight, including:

Reviewing sports betting advertising

Monitoring online betting offers

Observing broadcasts and streaming platforms

Analyzing new betting products and markets

The authority is also cooperating with national and international partners such as the IOC, FIFA, and UEFA to detect manipulation risks early and safeguard sports integrity.

Reporting Violations

Consumers, sports organizations, media, and market participants are encouraged to report suspicious offers or violations of gambling regulations through the GGL’s reporting system. Reports may concern illegal online gambling, unauthorized advertising, or other breaches.

The GGL also serves as a contact point for potential manipulation attempts linked to sports betting during the World Cup.
