Latvian Land-Based Gambling Revenue Continues to Decline in 2025 Amid Shift to Online Play

(Latvia).- As online gambling overtakes traditional venues in Latvia, industry leaders highlight shifting player habits, declining land-based revenues, and upcoming legal changes set to reshape the visibility and regulation of physical gambling establishments.

In the first half of 2025, Latvia’s land-based gambling revenues have decreased compared to the same period last year, continuing a downward trend. According to Juris Celmārs, Chairman of the Board of SIA OlyBet Group Latvia and SIA Olympic Casino Latvia, “The land-based gambling segment continues to decline as customers increasingly turn to interactive entertainment, including online gambling. This shift began during the COVID-19 pandemic, and in 2024, for the first time, online gambling licensed in Latvia accounted for the majority—51%—of the total licensed gambling market.”
The number of physical gambling venues operated by licensed organizers in Latvia is also steadily falling. “Changing player habits, along with demographic and economic factors, have contributed to a consistent decrease in the number of land-based establishments over the past several years. This trend is expected to continue,” Celmārs adds.
Legislative developments are also expected to impact the sector. Proposed amendments to the Gambling and Lottery Law include new restrictions, such as the introduction of “invisibility” requirements for the exterior appearance of gaming venues. “Once enacted, these changes will require gambling operators to modify the facades of their gaming halls to comply with the new rules, reducing visibility and minimizing the industry’s presence in public urban spaces,” explains Celmārs.
He emphasizes the need for a unified, nationally guided approach by municipalities to define the principles for operating land-based gambling venues within their jurisdictions.
