Latin America is going through a major change in the gambling market. The region, once dominated by offshore operators, is shifting toward a more mature and organized model. A global study, commissioned by 1xBet shows the local industry is becoming a leader in player protection and, in some areas, is ahead of more developed markets.
It’s no longer only about industry growth, new licenses, and the expansion of major brands. Latin America is increasingly adopting technology, strengthening oversight, refining regulations, and integrating responsible gambling into the core operational model.
Regional technology leadership
The greatest progress is evident in how local markets use technology to promote safe and responsible gambling. According to the study, 69% of operators in Latin America monitor player activity in real time, compared with 58% in Africa and 54% in Western Europe, and 34% already use AI to detect potential problem gambling risks. AI is seen as the future of player protection, but it’s not yet widely used. In this context, Latin America’s results show a mature approach to risk management.
The practical value of these solutions is clear. Responsible gambling principles are no longer just a reaction after the fact but have become an early warning system. This shift must occur alongside a profound market transformation.
Regulatory maturity and strong safety standards
Another important indicator of progress is the industry's view of the rules themselves. Market representatives generally see regulation as clear and emphasize that the sector actively supports player protection. 63% of respondents say it is relatively easy for operators to understand what is expected of them. Most participants also rated local markets 7–8 out of 10 on how effectively regulations help protect players.
This is crucial for the industry. Clear requirements improve the effectiveness of protection measures. Latin America exhibits a rare combination of fast-growing markets, as regulation here doesn’t impede progress but rather encourages the adoption of compliance processes.
KYC deserves special attention. In Latin America, 84% of operators use customer verification procedures, the highest rate among the regions studied, including Western Europe and Africa. This number reflects the simple logic that without proper identification, effective fraud prevention, money laundering control, and full game oversight are impossible.
Reasons for region’s rapid growth
In many Latin American countries, modern online gambling regulations were created only recently. This allowed them to design new rules from the outset, drawing on the best international practices, rather than fixing outdated models.
Some jurisdictions in the region were in a strong position, building modern technology and responsible gambling principles into their regulations from the start. At the same time, it would be premature to consider the model complete, as problems persist in the market.
Main challenges and issues
One of the main challenges is the knowledge gap. Many users still don’t fully understand what protection tools are available to them or how to use them. In some markets, this is worsened by the cultural view of gambling as a way to earn money rather than as entertainment. In this environment, technology alone isn’t enough. There needs to be more active communication among the industry, regulators, and players.
The second major risk is the illegal sector. Offshore operators working outside regulations don’t follow set standards, use more aggressive advertising, and undermine the licensed market. Thus, the region’s future development will depend not only on the quality of the rules but also on the government's ability to effectively control the gray market.
