(United States).- A decade after a federal appeals court shut-down the idea, the National Indian Gaming Commission has cleared a path for the Ponca Tribe of Nebraska to build a casino on land it owns in Carter Lake, Iowa.

In 2007, the Attorneys General for Nebraska and Iowa, along with police and local governments opposed the casino concept, citing concerns about it leading to crime in Omaha, and competition for casinos in Council Bluffs.

Ponca Tribal Chairman Larry Wright Jr. celebrated the latest decision because building the casino would give the tribe significant new resources to help its members.

"It means expanded economic development and self-sufficiency for our people. Providing jobs-- not just gaming related," Wright told a tribal meeting in a video posted on YouTube.

Wright estimated the decision that blocked development of the casino cost the Ponca tribe tens of millions of dollars.

"We can sit-back and look at that and say think 'what if'. I challenge all of us today "here we go."

Wright said the facility would cost an estimated $25-$30 million to build

Council Bluffs Mayor Matt Walsh says the city is reviewing the ruling with its legal time before deciding how to proceed.

The tribe wants to build a casino with 2,000 slot machines, 50 table games and a 150-room hotel.
