Hokkaido Allocates US$65,000 for Research on Potential Integrated Resort Development

(Sapporo).- Authorities in Hokkaido are preparing to allocate nearly JPY10 million (approximately US$65,000) in the prefecture’s fiscal-year 2026 draft budget to reassess the region’s position on hosting an integrated resort (IR) with a casino, signaling renewed strategic interest in Japan’s expanding IR landscape.

According to the draft budget released on February 13, JPY9.98 million has been earmarked to revise the “basic stance on IR of Hokkaido prefecture.” The review is expected to lay the groundwork for potential future participation in Japan’s next round of IR licensing.

Strategic Reassessment Ahead of Second Licensing Round

The move comes as Japan prepares for a second round of IR applications scheduled between May and November 2027. Earlier this year, Hokkaido Governor Naomichi Suzuki urged central authorities to analyze why the first licensing round, concluded in December 2023, resulted in only one approved project: the ¥1.51 trillion MGM Osaka development led by MGM Resorts International and local partners, which is slated to open in 2030.

Even prior to the official announcement of the second application window, Governor Suzuki indicated that Hokkaido would continue evaluating its IR strategy independently. The newly proposed research budget reinforces that commitment.

The review will also contribute to shaping what officials have referred to as “The Hokkaido-Style IR Concept,” with consultations planned involving municipalities, private-sector stakeholders, and related organizations. The updated “basic stance on IR” would ultimately serve as the foundation for deciding whether the prefecture submits a formal district development plan under Japan’s casino regulatory framework.

Tomakomai Signals Readiness

Momentum is also building at the municipal level. Suguru Kanazawa, mayor of the port city of Tomakomai—widely viewed as a leading candidate location for an IR—recently stated the city “will not miss the opportunity” to pursue development should the prefecture move forward.

Hokkaido had previously shown strong interest in participating in Japan’s inaugural IR selection process but withdrew in late 2019 before formal applications began. The current budget allocation suggests a more measured and research-driven approach this time, reflecting lessons learned from the first round and evolving market conditions.

For the international gaming industry, Hokkaido’s renewed evaluation represents a potentially significant development. As Japan’s northernmost main island, the prefecture offers large-scale land availability, established tourism appeal, and access to key Asian markets—factors that could strengthen its positioning should it re-enter the IR race.

While the allocation is modest in financial terms, it marks a concrete policy step that could shape Japan’s next chapter in integrated resort expansion.
