Macau Approves Wynn Palace Expansion for New Hotel Tower

(Macau).- The Macau government has approved revisions to the land concession for Wynn Palace, enabling Wynn Macau to move forward with a major expansion of its flagship integrated resort in Cotai. The project includes a new luxury hotel tower, an international theatre and an events centre, while maintaining the company's commitment to expand its non-gaming offerings without adding new casino space.
Land Concession Approval Clears Path for Resort Expansion
The revised land concession, dated 16 July and published in the Official Gazette on Wednesday, authorizes Wynn Macau to redevelop a vacant section of the Wynn Palace site as part of its long-term investment commitments under Macau's current 10-year gaming concession.
According to the government notice, Wynn Macau has already paid an additional MOP652.3 million (US$80.68 million) land premium required under the revised agreement.
The integrated resort, which opened in 2016 on a 205,797-square-metre site in Cotai, is operated by Wynn Resorts (Macau), S.A., the Macau gaming concessionaire of Wynn Macau Ltd.
Expansion Focuses on Hospitality and Non-Gaming Development
The approved amendments support Wynn Resorts' previously announced plans for "The Enclave at Wynn Palace," a new 432-suite luxury hotel tower that will expand the property's accommodation capacity without increasing gaming operations.
New Tower Will Not Add Casino Space
When unveiling the project earlier this year, Wynn Resorts emphasized that the expansion is designed to strengthen the integrated resort's hospitality offering.
"The Enclave at Wynn Palace" will be directly connected to the existing complex and will not include additional gaming space, featuring only a limited food-and-beverage offering.
Construction is expected to begin later this year and take approximately two and a half years, with an estimated investment of US$900 million to US$950 million.
According to Wynn Resorts CEO Craig Billings, the development will increase the property's total room inventory by around 25% while expanding suite capacity by roughly 50%. Wynn Palace currently offers approximately 1,706 guestrooms and suites.
Theatre and Events Centre Support Macau's Diversification Strategy
The revised concession also authorizes two major non-gaming facilities that align with Macau's strategy of expanding tourism beyond casino gaming.
The project will include:
- An international spectacular theatre with a gross floor area of 8,787 square metres.
- An events and activities centre covering 23,738 square metres.
In addition, the approved gross floor area for the five-star hotel component will increase by 17.4%, rising from 454,800 square metres to 534,105 square metres.
Government departments raised no objections to the proposal, concluding that it remains consistent with the original concession while supporting Macau's tourism diversification objectives. The Secretary for Transport and Public Works formally approved the revisions in June 2026.
Wynn Macau has been granted 60 months to complete all construction covered by the revised concession.
Project Supports Wynn Macau's Gaming Concession Commitments
The expansion forms part of Wynn Macau's investment obligations under its current gaming concession, which runs from 2023 through 2032.
As part of the 2022 concession renewal process, the operator committed to developing a theatre capable of hosting a "unique spectacle" alongside an interactive and immersive events centre to strengthen Macau's entertainment offering.
While the hotel tower timeline has now been confirmed, Wynn Resorts has not yet provided updated construction schedules for the Wynn Palace Event and Entertainment Center or the Wynn Palace Theater and Resident Show, both included in its concession commitments.
Non-Gaming Investment Remains a Priority
Wynn Macau has pledged to invest MOP17.7 billion throughout the current concession period, including MOP16.5 billion dedicated to non-gaming developments.
The operator's strategy reflects Macau's regulatory framework, which places increasing emphasis on integrated resort investments that diversify visitor experiences beyond casino gaming. Those commitments became even larger after Macau's 2023 gross gaming revenue exceeded MOP180 billion, triggering a 20% increase in the non-gaming investment obligations assumed by the city's six gaming concessionaires.
The latest government approval represents another milestone in Wynn Macau's long-term integrated resort strategy, reinforcing its focus on premium hospitality and entertainment while supporting the broader evolution of Macau's regulated gaming market.
