Macau Reauthorizes Currency Exchange Services at Casinos Operated by Galaxy, Melco and SJM

(Macau).- The Macao SAR Government has formally reauthorized casinos operated by three major concessionaires to conduct currency exchange services within their approved gaming premises, reinforcing regulatory clarity in one of the world’s most tightly supervised gaming markets.
According to an order issued by the Chief Executive and published in the Official Gazette, the authorization applies to properties operated by Galaxy Entertainment Group, Melco Resorts & Entertainment and SJM Holdings. The measure takes effect the day following its publication.
Authorized Casinos and Gaming Venues
Under the renewed authorization, designated gaming properties may provide currency exchange services at their approved casino locations.
For Galaxy Entertainment Group, the approved venues include StarWorld Casino, Galaxy Macau Casino and Broadway Casino.
Melco Resorts & Entertainment’s authorized locations comprise Studio City Casino, City of Dreams Casino, Altira Macau Casino, and its Mocha Clubs network — Mocha Golden Dragon, Mocha Sintra and Mocha Inner Harbour.
SJM Holdings’ approved properties include Lisboa Casino, Grand Lisboa Casino, Grand Lisboa Palace Casino, Jai Alai Oceanus Casino and Casino L’Arc.
The order confirms that Melco’s Mocha Clubs are also permitted to conduct currency exchange services within their authorized gaming premises.
Reinforcing Regulated Financial Channels
Macau maintains a strict legal framework governing casino-related currency exchange activities. The reauthorization underscores the government’s commitment to ensuring that such services operate exclusively within regulated and licensed environments.
In October 2024, Macau enacted legislation specifically targeting illegal currency exchange activities in casinos. Under the law, engaging in unauthorized currency exchange for gambling purposes constitutes a criminal offence, punishable by up to five years’ imprisonment.
By reaffirming the authority of licensed concessionaires to provide exchange services within approved venues, the government aims to support compliant operations while curbing illicit financial practices linked to gaming activity.
The move provides operational certainty for concessionaires and strengthens oversight mechanisms as Macau continues to balance industry facilitation with stringent regulatory enforcement.
