New Casino Concessions in Portugal Expected to Generate More Than €1 Billion for the State

(Lisbon).- Portugal’s new casino concession contracts are expected to secure more than €1 billion in state revenue over the next two decades, reinforcing the Algarve as one of the country’s key gaming regions. The agreements, published in the official government gazette, establish new financial terms for gaming operations in the Algarve, Espinho, and Póvoa do Varzim gaming zones.
Algarve Remains a Strategic Hub for Portugal’s Gaming Industry
The new Algarve gaming concession will continue to be operated by Solverde, which also secured the concession rights for the Espinho gaming zone.
Under the terms defined by the Portuguese government, the company agreed to make annual fixed payments of €1.7 million for the Algarve operation, exceeding the minimum amount established during the public tender process.
In addition, Solverde paid €31 million upfront to secure the Algarve concession rights. Across the three gaming zones included in the new contracts, the Portuguese state collected €100.6 million in initial payments.
Portuguese State Increases Revenue Through New Agreements
The revised contracts raise annual fixed payments to the state to €6.7 million, surpassing the original estimate of €5.2 million established during the bidding process.
The increase represents approximately €30 million in additional public revenue over the 15-year concession period.
Guaranteed Minimum Revenue for the Algarve
For the Algarve specifically, the contract guarantees a minimum annual revenue of €10 million for the Portuguese state, around €1 million above the initial projections.
The model also includes variable payments linked to casino performance. Under the agreement, Solverde will transfer 30% of gross gaming revenue generated in the region to the state, matching the minimum percentage established in the public tender.
Contracts Strengthen Long-Term Stability for the Casino Sector
The new concessions are viewed by the market as an important step toward ensuring regulatory predictability and operational stability for Portugal’s land-based casino industry.
The government believes the agreements will provide a consistent flow of public revenue while also offering long-term legal certainty for licensed operators.
Billion-Euro Revenue Outlook
Even without considering potential renewals after the initial 15-year period, Portuguese authorities estimate the contracts could generate around €850 million in accumulated state revenue.
With possible future extensions, market expectations are that the total value could surpass the €1 billion mark, reinforcing the economic relevance of the land-based gaming sector in the country.
Portugal Continues to Strengthen Its Regulated Gaming Model
The renewal of the concessions comes as Portugal continues to support a regulated gaming framework based on licensed operators, structured tax collection, and state oversight.
For the international gaming industry, the new agreements signal the country’s intention to maintain a stable environment for long-term investment, particularly in established tourism destinations such as the Algarve, one of Europe’s most important casino markets.
