(Lima, SoloAzar Exclusive).- As part of Peru Gaming Show (PGS) 2026, one of the most important gaming industry events in Latin America, José Luis Pérez, Director of Organization and Registration at MINCETUR’s General Directorate of Casino Games and Slot Machines, delivered a conference for land-based gaming operators. During his presentation, he explained the rights and obligations of license holders during regulatory inspections, detailed how inspectors carry out their duties, and emphasized the importance of fostering a strong culture of compliance to strengthen the regulated market.
MINCETUR Explained How Inspections Are Conducted in Casinos and Gaming Halls
Regulation and regulatory compliance took center stage at one of the technical conferences held during Peru Gaming Show 2026. Addressing an audience of operators, legal representatives, and gaming hall managers, José Luis Pérez presented a practical guide to how inspections carried out by MINCETUR work and outlined the main obligations that authorized establishments must comply with.
At the beginning of his presentation, he explained that the purpose of the session was to provide operators with the tools to understand both their rights and their responsibilities during an inspection. "This presentation is intended for operators, license holders, representatives, and gaming hall managers so they understand their rights during an inspection and, above all, how to prevent issues."
Pérez reminded attendees that inspection activities are supported by current legislation and noted that "the general framework governing inspection activities is established by Law 17.503 and its implementing regulation, Supreme Decree 009-2002-001."
He also explained that inspections may be carried out either unannounced or on a scheduled basis, depending on the circumstances, and are intended to verify compliance with each establishment's technical, legal, and administrative requirements.
The Five Key Areas Reviewed During an Inspection
Documentation, Video Surveillance, Gaming Machines, and the SUBTERM System
One of the conference's main contributions was the review of the five core areas that structure every inspection. The first concerns the gaming hall's operational setup, ensuring that the establishment has all mandatory documentation, valid authorizations, the required certificates, regulatory signage, and controls preventing access by restricted individuals. Another key aspect is the video surveillance system.
Pérez emphasized that operators must ensure continuous recording and redundant backup systems capable of supporting any review conducted by the regulatory authority. Inspections also include the technical verification of slot machines, confirmation that installed machines match those authorized, compliance with certifications issued by specialized laboratories, and the proper operation of the SUBTERM system, which monitors gaming transactions.
The Inspector's Role and the Fight Against Illegal Gambling
During the conference, Pérez explained that an inspector's role goes far beyond identifying regulatory breaches. Their responsibilities include verifying compliance with regulations, preparing official inspection reports, identifying potential administrative violations, and participating in enforcement operations aimed at closing illegal gambling establishments.
As an example of these actions, he stated: "Last week we shut down slot machine and sports betting venues in Huaura as part of our efforts to protect investments."
According to Pérez, these interventions seek to ensure that licensed operators can conduct business in a competitive market free from illegal competition.
An Industry with High Levels of Compliance
One of the most relevant figures shared by the MINCETUR representative was the evolution of the sector's compliance indicators. Pérez highlighted that, despite the thousands of inspections conducted every year, the number of official violation reports remains very low. "Yesterday, Finance Director Oscar Guerra reported that only 43 inspection reports have been issued so far in 2025, a remarkably low figure compared to the more than 4,000 inspections carried out."
According to the official, these results demonstrate the level of maturity achieved by Peru's gaming industry and reflect operators' commitment to regulatory compliance.
Prevention: The Operator's Best Ally
In conclusion, José Luis Pérez encouraged companies to move beyond a mindset focused solely on sanctions and adopt a preventive approach based on best practices and continuous training.
"Today, we should not only fear sanctions; we must build and live by a culture of compliance." In this regard, he recommended keeping documentation up to date, establishing internal protocols for inspections, training responsible personnel, and working closely with the regulatory authority.
Finally, he summarized the essence of his presentation with a message to the entire industry: "Prevention is the best way to face inspections—not only through proper infrastructure, but through every aspect of compliance and oversight."
