Bets generate R$478.9 million for the Ministry of Sports in the first half of the year

(Brasilia). - The Ministry of Sports received R$478.9 million from bets in the first half of 2025. This amount is part of the allocations (12% of gross revenue) that betting companies are required by law to make to the social sector.
The agency received the most funds from the transfers made by betting companies to sports entities during this period. This marks the first year that the regulated betting market has been operating in Brazil.
This is data from the SPA (Prizes and Bets Secretariat) of the Ministry of Finance via LAI (Access to Information Law).
Sinesp (National Sports System) received R$154.9 million, while the COB (Brazilian Olympic Committee) received R$47.5 million in the first six months of this year.
Bets allocated R$773.9 million to sports entities and bodies in the period, while revenue was R$17.4 billion.

HOW THE TRANSFER IS MADE
According to the legislation, the destinations are as follows:
- private entities– receive 6.3% of the 12% (equivalent to 0.756% of gross revenue). The transfers are made to 10 beneficiaries, which include the Brazilian Olympic Committee (2.2% of the 12%) and the Brazilian Paralympic Committee (1.3% of the 12%);
- contribution to the Treasury's single account– allocates 86.4% of the 12% (10.368% of revenue). In total, 11 different agencies are beneficiaries. The Ministry of Sports (22.2% of the 12%), Social Security (10% of the 12%) and the Ministry of Tourism (22.4% of the 12%) are on this list;
- image rights and intellectual property of athletes and sports organizations– transfer of 7.3% of the 12% (or 0.876% of gross revenue). This amount is allocated as compensation for competitions, games, and athletes that are the subject of bets.
The government of President Luiz Inácio Lula da Silva (PT) has decided to increase the tax rate on betting revenue from 12% to 18%. The increase will take effect in October of this year.
