Dutch Regulator Sees Leadership Changes After Integrity Reviews Avert Formal Sanctions

(Amsterdam).- Swift action by license holders following integrity assessments by the Netherlands Gambling Authority has led to the departure of several policymakers and the termination of a controversial business partnership, making formal enforcement measures unnecessary.

The Netherlands Gambling Authority (Kansspelautoriteit, Ksa) has reported a series of recent interventions linked to integrity assessments of licensed gambling operators, resulting in significant changes at executive and policy-making level. According to the regulator, the affected companies acted promptly after being notified of the Ksa’s intended decisions, ensuring that integrity risks were addressed without the need for binding instructions or additional licence conditions.

Negative integrity assessments trigger rapid response

In a notice published on 16 December 2025, the Ksa explained that it had informed several licensees of its intention to take formal action following integrity checks related to changes in company leadership and business relationships. In three separate cases, the regulator indicated that it would issue binding instructions if newly appointed (co-)policymakers were to remain active within the organizations. Following these notifications, all three individuals stepped down from their roles.

Dutch gambling license holders are required to inform the Ksa of any changes in their board or among other individuals who help determine company policy. Such changes automatically trigger an integrity assessment of the new executive or policymaker. In these cases, the Ksa reached negative conclusions based on past conduct.

One individual had previously been involved, in another professional capacity, in the illegal offering of online gambling services in the Netherlands. A second had received a substantial fine for tax violations, which had not initially been disclosed during the integrity investigation. A third case involved prior involvement in large-scale and long-term breaches of anti-money laundering regulations, compounded by insufficient cooperation with a financial supervisory authority during an earlier investigation.

In a fourth case, the Ksa announced its intention to impose additional licence conditions due to a business cooperation between a license holder and two legal entities that had previously offered illegal gambling in the Dutch market. Although these entities did not hold management control over the licensee, the regulator considered the relationship relevant under the Dutch Bibob Act, which aims to prevent criminal misuse of permits.

Ultimately, no formal decisions were required. The individuals concerned are no longer in policymaking roles, and the business partnership has been terminated. According to the Ksa, these outcomes mean that the regulator’s objectives have already been achieved and that the integrity of the licensed gambling market has been safeguarded.
