Georgia rolls out international iGaming licence framework

(Tbilisi).- Georgia has officially launched its International iGaming Licence framework for operators targeting markets outside the country, following a pilot phase that began in July 2026. The new regime introduces five-year permits, access to corporate banking and payment processing, and a dedicated regulatory structure for overseas-facing gambling businesses.

The framework is designed to support companies targeting players and markets outside Georgia while keeping the new licensing structure separate from the country's domestic gambling market.

The licence covers several major verticals, including online casino games, slots and sports betting. Operators can complete the onboarding process remotely and are not required to establish a physical office in Georgia as part of the licensing procedure.

Random Systems Georgia confirmed the rollout, which follows legislative initiatives previously introduced by the Parliament of Georgia. Those measures established the basis for dedicated five-year permits and a reduced tax rate for gambling platforms focused on foreign markets.

The first operators are now preparing to launch under the newly established framework.

Five-year permits and remote onboarding

The new permit is valid for five years, providing operators with a defined regulatory period for their operations.

One of the key features is the possibility of completing the licensing and onboarding process remotely. Companies targeting overseas markets therefore do not need to establish a physical presence in Georgia in order to qualify for the regime.

The framework also provides access to corporate banking and payment processing, two operational areas that are particularly relevant to gambling companies establishing cross-border businesses.

The licence is aimed at overseas operations rather than participation in Georgia's domestic gambling market. Belarusian citizens are excluded from the framework.

Tax structure sets 6% charge on GGR

The commercial conditions established under the regime include a 5% gross gaming revenue (GGR) tax and a 1% regulatory monitoring fee.

Together, these charges represent a 6% levy on GGR. Operators are also required to pay an annual permit fee as part of the licensing structure.

The framework further provides for a different treatment of reinvested profits, which are not subject to corporate tax under the new regime.

The combination of the GGR-based charges, annual permit cost and corporate tax treatment forms a central part of Georgia's proposition for companies considering the jurisdiction for their overseas operations.

Focus on overseas gambling businesses

The new structure is specifically designed for operators whose commercial activities are directed toward markets outside Georgia.

The Georgia International Strategic Group is promoting the framework across Western markets, Asia, the Commonwealth of Independent States (CIS) and Central Asia.

The initiative therefore seeks to attract gambling businesses that require a regulated base for serving multiple jurisdictions rather than operators focused primarily on the local Georgian market.

Existing iGaming presence in Tbilisi

The launch of the new regime builds on an existing concentration of gambling technology and gaming companies in Georgia.

Companies including Spribe, SmartSoft, Evolution Gaming, Flutter, Entain and Betsson have established operations in Tbilisi, contributing to the country's existing iGaming ecosystem.

Their presence provides a foundation of technology, gaming, sportsbook and operational expertise that coincides with the rollout of the new licensing structure.

The separate permit framework now gives companies targeting foreign markets a dedicated regulatory pathway while maintaining a distinction from domestic gambling activities.

First operators prepare to go live

The full rollout follows the pilot programme that began in July 2026. With the framework now operational, the first licensed businesses are preparing to launch under the new permits.

For Georgia, the initiative represents a further development of its gambling regulatory model, adding a dedicated structure for companies serving customers and markets beyond its borders.

The framework combines a five-year permit, remote onboarding, access to banking and payment infrastructure, and a GGR-based tax model. These elements are intended to provide the regulatory and operational conditions required by operators establishing cross-border iGaming businesses from Georgia.
