Record $7 Billion Gaming Revenue Achieved in Pennsylvania for 2025/26

(Harrisburg).- Pennsylvania’s regulated gaming industry reached a historic milestone during Fiscal Year 2025/26, with total gaming revenue exceeding US$7 billion for the first time. According to the Pennsylvania Gaming Control Board (PGCB), growth was driven primarily by strong performances in iGaming and sports betting, while tax contributions to the Commonwealth also set a new annual record.
Pennsylvania's Regulated Gaming Market Reaches Record Revenue
The Pennsylvania Gaming Control Board (PGCB) reported that combined gross revenue from all regulated gaming verticals totaled US$7.01 billion, marking the highest fiscal-year result since the state introduced regulated gaming.
The figure includes revenue generated from casino slot machines, table games, iGaming, sports wagering, video gaming terminals (VGTs), and fantasy sports contests.
At the same time, taxes and fees generated by these activities reached a record US$3.1 billion, including US$110 million in slot machine license operation fees allocated to local share accounts.
Revenue collected from Pennsylvania's gaming sector continues to support a wide range of public initiatives, including property tax relief, economic development projects, public safety programs, agricultural support through horse racing, municipal grants, and the Commonwealth's General Fund.
iGaming Leads Revenue Growth
Among all regulated verticals, iGaming delivered the strongest financial performance.
Online casino gaming generated US$2.93 billion in revenue during Fiscal Year 2025/26, representing an 18.42% year-over-year increase and establishing a new annual record for the segment.
Hollywood Casino at Penn National Race Course remained the market leader with more than US$1.13 billion in iGaming revenue, followed by Valley Forge Casino Resort with US$811.8 million and Rivers Casino Philadelphia with US$464.3 million.
Several operators recorded notable growth, including Presque Isle Downs and Casino, whose iGaming revenue increased by nearly 124%, while Harrah's Philadelphia posted a gain of more than 40%.
Sports Betting Revenue Climbs Despite Lower Handle
Pennsylvania's sports betting market also delivered a record fiscal year.
Revenue rose 35.95% year over year to US$662.9 million, even as total betting handle declined from US$8.72 billion to US$8.45 billion.
Valley Forge Casino Resort remained the state's largest sports betting operator by revenue, followed by Hollywood Casino at the Meadows.
Several properties reported significant year-over-year gains, including Hollywood Casino York, which posted revenue growth of more than 287%, while Presque Isle Downs and Casino exceeded 1,000% growth compared with the previous fiscal year.
Retail Casino Performance Remains Stable
Revenue from retail slot machines remained virtually unchanged, increasing by just 0.02% to US$2.44 billion.
Parx Casino continued to lead the slot market, ahead of Wind Creek Bethlehem and Rivers Casino Pittsburgh.
Meanwhile, table games revenue declined 2.15% year over year to US$908.9 million. Wind Creek Bethlehem remained the top-performing casino in this segment, followed by Parx Casino and Live! Casino Philadelphia.
VGTs Continue Moderate Growth While Fantasy Sports Decline
Revenue from Video Gaming Terminals (VGTs) installed at truck stops reached US$41.6 million, representing a modest 0.55% increase over the previous fiscal year. Pennsylvania finished the year with 75 VGT facilities, compared with 73 one year earlier.
In contrast, fantasy sports contests generated US$18 million, down 5.79% year over year. DraftKings and FanDuel continued to dominate the segment despite both recording lower revenues than in Fiscal Year 2024/25.
Record Tax Contributions Reinforce Gaming's Economic Impact
The record-breaking performance of Pennsylvania's gaming industry translated into historic public revenue, with taxes collected from iGaming, sports betting, retail casinos, VGTs, and fantasy contests exceeding US$3 billion for the fiscal year.
The latest figures reinforce Pennsylvania's position as one of the largest regulated gaming jurisdictions in the United States, with online gaming continuing to serve as the primary engine of market growth while retail gaming maintains a stable contribution to overall industry performance.
