According to a survey, the Federal Chamber of Brazil would approve the legalization of gambling

In the Federal Congress, two bills (PL 442/1991 in the House of Representatives and 186/2014 in the Senate) aim to regulate the entire area and can be voted in plenary this second semester. In an interview, Mayor Rodrigo Maia (DEM-RJ) stressed that the approval of the games is one of the topics on his agenda.

After spending the last twenty years studying the positive and negative points of the existence of the gambling in Brazil and in the world, as well as the economic and social impacts of this activity that moves billions of dollars annually, the Brazilian researcher Darío Luiz Dias Paixão, General Coordinator of Postgraduate and Continuing Education and a professor at Positivo University Business School, argues that the government should allow the reopening of casinos in the country with responsibility, rigor and well-defined criteria.

According to their studies, the benefits of casinos, in terms of job creation and tourism movement, could be in line with policies to increase tourism in the country. "But it is important that the operation of the casinos in Brazil be backed by legislation that supervises the collection and destination of taxes and that is aimed at promoting tourism and improving education and health," he says.

According to Darío, recent successes are found in South Africa, Australia, the Caribbean, Singapore, Chile, Spain, England, Macao, Monaco and Portugal, whose positive effects have been the promotion of a more complete and quality destination image; employment generation and foreign exchange; increased tax collection; construction of new equipment; attraction of international investments; and longer average stay of tourists.

Among all the verified models in the world, Paixão's research shows that the most profitable for governments and society are those in which casinos are in Integrated Casinos Resorts, similar to the model found in Brazil when the gambling was banned. "Today, only Ecuador accompanies us in the ban on casinos in South America. With courage, we have to answer what is the appropriate presence and role of gambling in Brazilian society," concludes the researcher.
